The Board of Trustees of the Village of Piermont hereby creates a commission
which shall be known as the "Piermont Recreation Commission," hereinafter
called the "Commission."
The Board of Trustees shall designate a member of the Commission to act as Chairman thereof. At the first meeting of the Commission, its members shall elect from among themselves a Recording Secretary. The Commission shall adopt rules and procedures for its meetings. It shall keep minutes of its meetings and file them with the Village Clerk. An annual report, as required by §
36-5 of this chapter, shall also be filed with the Village Clerk. The Commission shall meet at least quarterly.
The powers and duties of the Commission shall be to:
A. Advise the Board of Trustees and all appropriate boards
and commissions on matters affecting the development and maintenance of recreational
programs within the Village.
B. Conduct surveys and studies, when needed, to make the
total recreational concept in the Village more effective.
C. Obtain and maintain in an orderly fashion a census of
existing recreational groups and their current, past and future activities
in the Village.
D. Cooperate with, and coordinate when possible, the efforts
of private groups and individuals within the Village, in accordance with the
purposes of this chapter.
E. Make recommendations for the development of future recreational
programs, keeping in mind changing population patterns, economic fluctuation
and age variation.
F. Maintain liaison with public and private agencies and
organizations of local, state and national scope whose programs and activities
may have an impact on the recreational life of the community.
G. Assist in the preparation of applications for state and
federal funding and also to investigate sources of private funding.
H. Carry out such other duties as may be assigned from time
to time by the Board of Trustees.
The Commission shall submit an annual report to the Board of Trustees,
not later than the 31st day of December of each year, concerning the activities
and work of the Commission and from time to time shall submit such reports
and recommendations as may be necessary to fulfill the purpose of this chapter.
The members of the Commission shall receive no compensation for their
services as members thereof but may be reimbursed for reasonable and necessary
expenses incurred in the performance of their duties, within the appropriations
made available therefor.
This chapter shall be deemed an exercise of the powers of the Village
of Piermont to preserve and improve recreational programs and facilities on
behalf of the present and future inhabitants of the Village. This chapter
is not intended and shall not be deemed to impair the powers of any other
public corporation.
