The purpose of this article shall be to preserve
the public peace and good order in the Village of Piermont and to
contribute to the public welfare and the preservation and protection
of the property and persons of the inhabitants of said Village of
Piermont by declaring and enforcing certain regulations and restrictions
on activities of dogs and owners of dogs within the Village.
As used in this article, the following terms
shall have the meanings indicated:
AT LARGE
An unleashed dog off the premises of the owner.
LEASHED or RESTRAINED BY A LEASH
The dog is equipped with a collar to which is attached a
leash not more than six feet long. Both the collar and leash shall
be of sufficient strength to restrain the dog, and the leash shall
be held by a person having the ability to control and restrain the
dog by means of the collar and leash.
OWNER
Any person who owns, keeps, harbors or has the care, custody
or control of a dog. Dogs owned by minors shall be deemed to be in
the custody and control of the minor's parents or other head of the
household where the minor resides.
All dogs in the Village of Piermont are hereby
required to be restrained by a leash while off the owner's premises,
whether or not such dogs are licensed. Dogs are permitted to be unleashed
when on the premises of another person with that person's consent.
No owner in the Village of Piermont shall permit a dog to be at large
in the Village except as permitted by this article. In addition, all
dogs are to be curbed.
No person shall keep or harbor a dog which howls
or barks continuously for an unreasonable length of time so as to
disturb the peace and quiet of other persons.
No person owning, keeping, harboring or having
the care, custody and/or control of any dog, whether licensed or unlicensed,
shall suffer, permit or allow such dog to commit any nuisance in any
public street, public building or public park or on any private property,
except with the consent of the owner thereof.
A. Any peace officer or Town or County Dog Warden is
hereby authorized to seize or direct the confinement of any dog which
is reported to have attacked or injured a human being. Any such dog
shall be confined by the owner for such length of time as may be necessary
for the purpose of determining whether such dog is affected by rabies,
and, if so affected, it shall be destroyed.
B. The owner of such dog shall upon demand deliver the
possession of such dog to a peace officer, a Town or County Dog Warden
or any officer authorized to seize the same.
The owner of any dog which is vicious or dangerous
to persons shall at all times restrain and control such dog so as
to prevent injury to persons lawfully conducting themselves on the
owner's property so as to prevent such dog from putting any person
in fear of immediate bodily harm, provided that such person is lawfully
conducting himself at the time.
Any peace officer or Town or County Dog Warden
shall seize any dog which is found at large in violation of this article.
Dogs seized shall be confined, sold and redeemed pursuant to Article
7 of the Agriculture and Markets Law of the State of New York.
No liability shall be imposed upon the Village
of Piermont or any of its employees for injury, loss or destruction
of any dog pursuant to the provisions of this article.

Any person who shall violate any of the provisions
of this article shall be subject to a fine not to exceed $500.

The owner of any dog shall, at all times, have
the obligation to remove feces left by the dog on any sidewalk, street,
gutter or other public place.

The purpose of this article shall be to preserve the public

of domestic animals and owners of domestic animals within the Village.
As used in this article, the following terms shall have the
meanings indicated:
DOMESTIC ANIMAL
An animal of a species of vertebrates that has been domesticated
by humans so as to live in a tame condition and depend on humankind
for survival. Domestic animals shall include any equine or bovine
animal, goat, sheep, swine, dog, cat, poultry, or other domesticated
beast or bird."
OWNER
Any person who owns, keeps, harbors or has the care, custody
or control of a domestic animal. Domestic animals owned by minors
shall be deemed to be in the custody and control of the minor's
parents or other head of the household where the minor resides.
A. All domestic animals in the Village of Piermont are hereby required
to be controlled and kept on the owner's premises at all times,
and such domestic animals shall not be permitted to roam or trespass
onto other residents' property.
B. The regulation and restrictions on the activities of dogs shall be governed by Article
I of Chapter
64 herein.
No person owning, keeping, harboring or having the care, custody
and/or control of any domestic animal shall suffer, permit or allow
such domestic animal to commit any nuisance in any public street,
public building or public park, or on any private property, except
with the consent of the owner thereof.
Any person who shall violate any of the provisions of this article
shall be subject to a fine not to exceed $500.
