No owner, tenant or possessor of any land in
the Village of Piermont shall permit such land to be covered with
or contain refuse or debris resulting from the construction, destruction,
demolition or neglect of a building, which refuse or debris has remained
on the land for more than 30 days after the completion of the construction
work, the destruction of said building or the demolition thereof or
after the loose boards, shingles or other materials have fallen off
a building and where such refuse or debris is inimical to the preservation
of the public health, safety or general welfare of the people of the
Village of Piermont or which refuse or debris may constitute a fire
hazard.
No owner, tenant or possessor of any land in
the Village of Piermont shall permit such land to have on the surface
thereof any stagnant water.
No owner, tenant or possessor of any land in
the Village of Piermont shall permit on his land an abandoned, unused
or unprotected well or cellar in which stagnant water or debris is
retained or which is dangerous to any person being or coming upon
the land.
No owner, tenant or possessor of any land in
the Village of Piermont shall permit to be stored or placed on his
land old lumber, metal, machines or parts of machines, junk, paper,
clothes, glass or refuse or any combination of them which is either
a fire hazard, retains stagnant water, emits foul or obnoxious odors
or which is dangerous to a person being or coming upon said land or
which has the effect of creating blight.
No owner, tenant or possessor of any land in
the Village of Piermont shall permit on his land one or more automobile
bodies, frames or chassis nor one or more abandoned or inoperable
automobiles; except, however, that a public garage or service station
may have one or more automobiles as described above on its property
for a period not exceeding seven days.
No owner, tenant or possessor of land in the
Village of Piermont shall permit the sidewalk on his land to become
broken, uprooted, damaged or otherwise impaired so that the same is
unsafe for the traveling public without making repair, replacement
or remedy to same in order that such sidewalk is made and kept safe
for the traveling public.
Owners, tenants and possessors of land shall, in addition to the obligations imposed by this article, be required to comply with the provisions of Articles
III,
IV and
V where applicable.
