The director of each department shall make and enforce such rules and
regulations not inconsistent with law or ordinance as may be deemed necessary
to secure efficient service in his department or the business assigned thereto.
Each director shall draw all warrants for the payment of the salaries and
compensation of all officers and employees and for all work done under his
supervision and control and for all the materials and supplies furnished his
department.

A. Deputies, clerks and assistants. The Tax Collector shall
appoint all necessary deputies, clerks and assistants, whose number and salaries
shall be fixed jointly by Council, the Board of School Directors and the County
Commissioners in the same manner as in the case of the Tax Collector.
B. City's share of expenses of Tax Collector's office. The
city shall likewise pay one-third (1/3) of the cost of stationery, supplies,
printing, notices, telephone service and incidental expenses necessarily incurred
in the conduct of the Tax Collector's office and one-third (1/3) of the salaries
of the deputies, clerks and assistants.
