No purchase shall be made by or for any of the departments
of the city except by requisition approved in writing by the director of the
department and countersigned by the City Clerk, such requisition to be attached
to the purchase order therefor. However, in case of the unavailability of
the director of any department and the immediate or emergency need for a specific
purchase, the necessary requisition may be issued by the City Clerk without
the approval of the director.
