All self-service gasoline stations shall have fifteen-pound
dry-chemical fire extinguishers on each island where pumps are located
and gasoline is dispensed.
All attendants shall be trained in emergency procedures to utilize the fire extinguishers specified in §
137-1 hereof.
All service stations on each dispenser island shall have a sign
posted with all letters at least an inch in height that reads as follows:
"Warning - It is unlawful to dispense gasoline into any portable container
unless the container is constructed of metal with a spring-type or
screen-type lid and clearly marked for storage of Class 1 liquids."
No gasoline station shall permit any purchaser, customer or
other person to use or manipulate any pump, hose, pipe or other device
for dispensing gasoline or other flammable liquid for any purpose,
unless such dispensing of gasoline or other flammable liquid is conducted
under the supervision of a person trained in the dispensing of such
liquid and under such conditions that the supervising person shall
be within 15 feet of the point of dispensing of such liquid at all
times during the dispensing of such liquid or under such conditions
that the person supervising shall be located in a control booth with
a control panel controlling all of the pumps, hoses or other devices
for the pumping or dispensing of gasoline or other flammable liquids
and where such supervising person has a full and unobstructed view
of all customers and dispensing apparatus. The primary function of
an attendant shall be to supervise and observe the dispensing of flammable
or combustible liquids. The dispensing operations shall be in clear
view of the attendant, and no obstacles can be placed between the
attendant and the dispensing area. The attendant must be within arm's
length of all emergency and remote controls while flammable or combustible
liquids are being dispensed by customers. At all times, the attendant
in a self-service station shall be in voice communication with customers
in self-service stations.
It shall be the duty of the attendant to prevent the dispensing
of Class 1 liquids into portable containers unless the container is
of sound metal construction with a spring-type or screw-type lid.
The container must also be clearly marked for storage of Class 1 liquids.
The service station must have emergency controls for the pumps
and a main power shutoff switch or switches within 15 feet of the
attendant's principal location and not more than 50 feet from the
dispensers or pumps.
There must be instructions conspicuously posted in the attendant's
area for the operation of all safety, fire and dispensing equipment.
Any person, firm or corporation violating the provisions of
this chapter shall, upon conviction thereof before any issuing authority,
forfeit and pay a fine of not more than $1,000 for each offense and
may be sentenced to a period of incarceration not exceeding 90 days
in the Allegheny County Jail. Each incident in violation of this chapter
shall be considered a separate offense and may be punishable as the
same.
