There shall be an annual audit of the accounts
of the City by or under the direction of the Director of Accounts
of the Department of Corporations and Taxation.

Accounts of the Comptroller-Treasurer and Tax
Collector shall include the last day of December.

The financial year shall begin on July 1 of
each year.
