A. 
No person shall post any placard, handbill, poster or notice upon any building, tree, tree guard, fence or any other thing without the consent of the owner, agent or occupant.
B. 
No person shall post or affix in any manner any bill, placard or notice upon any building, wall, fence, tree or tree guard belonging to the City without a license from the City Council.
It shall be unlawful for any person to distribute posters, bills or sheets of paper of any description containing advertising matter of any kind, whether printed or written, in any public street, highway or public place, or to cause the same to be done by another; provided, however, that this section shall not prohibit the distribution of written or printed notices of a meeting of any recognized organization of citizens if the contents of such notices are approved by the Mayor or such other official delegated by him to act thereon.
