It shall be unlawful to use any park or playground
owned by the City for the purpose of conducting any circus or carnival.
No person shall conduct or cause to be conducted a circus or carnival
in any such park and playground.

All areas known as parks, playgrounds, playfields,
commons or recreation areas shall be closed during the hours of 10:00
p.m. to 6:00 a.m. on all days, except when functions or uses are being
performed under the direct control of the Recreation Department or
City Council, or with the specific permission of either body.
