The Board of Health of the Borough of Leonia shall consist of seven members, who shall be citizens of the United States and residents within the Borough.

The provision of Subdivision B of Article 1, Section 3 of Title 26 of the Revised Statutes of New Jersey (N.J.S.A. 26:3-3 et seq.), are adopted pursuant thereto. There is established in the Borough of Leonia, a local Board of Health to consist of seven members and up to two alternate members who shall possess the same qualification as regular members and who shall be appointed in the same manner as regular members. Alternate members shall be designated at the time of appointment by the authority appointing them as "Alternate No. 1" and "Alternate No. 2" and hold terms of office as follows:
A. 
The terms of the alternate members shall be for two years, except that the terms of the alternate members first appointed shall be two years for Alternate No. 1 and one year for Alternate No. 2, so that the term of not more than one alternate member shall expire in any one year. A vacancy occurring otherwise than by expiration of term shall be filled by the appointing authority for the unexpired term only.
B. 
An alternate member shall not be permitted to act on any matter in which he has either directly or indirectly any personal or financial interest. An alternate member may, after public hearing if he requests one, be removed by the governing body for cause.
C. 
An alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote first.
The members of said Board shall be nominated by the Mayor and appointed by him with the advice and consent of the Council.

A. 
The initial term of office for the seven members shall be as follows:
(1) 
Member Nos. 1, 2 and 3: January 1, 2002 to December 3l, 2003.
(2) 
Member Nos. 4, 5 and 6: January 1, 2002 to December 31, 2004.
(3) 
Member No 7: January 1, 2002 to December 31, 2005.
B. 
The term of each member shall be designated in his or her appointment. All subsequent appointments, except to fill vacancies, shall be for the full terms of three years to take effect on January 1. Any vacancy occurring during the term of any member shall be filled in the manner provided herein for the unexpired term only.
If any vacancy occurs in the membership of said Board, such vacancy shall be filled for the unexpired term only by nomination and appointment as provided in § 11-2 hereof.

The member of said Board shall meet at the Mayor's office within 15 days after January l for the purpose of organization and transaction of other business.
It shall be the duty of said Board of Health to keep full minutes of its proceedings and to make written report thereof to the Borough Council on the first day of March and first day of September of each year and also to report in detail the items of its expenses.
