There is hereby established a Board of Recreation Commissioners for the Borough of Leonia. The membership of the Board shall consist of seven persons who are citizens and residents of the Borough. The members of the Board shall be appointed by the Mayor of the Borough with the advice and consent of the Borough Council.

There shall be two alternate members designated at the time of appointment as Alternate No. 1 and Alternate No. 2. The terms of the alternate members shall be five years. Upon the adoption of this section, however, the terms of the alternate members shall be staggered such that Alternate No. 1 shall be appointed for a period of five years, and Alternate No. 2 shall be appointed for a period of four years. A vacancy occurring other than by expiration of a term shall be filled by the governing body for the unexpired term only.

The Commissioners first appointed shall be appointed for the following terms: one member for five years, one member for four years, two members for three years, two members for two years and one member for one year. Following the initial appointments, all appointments shall be for terms of five years. The members of the Board of Recreation Commissioners shall serve until their respective successors are appointed and shall qualify. The members shall receive no compensation for their services. The term of office of each appointee shall commence on the first day of January and shall expire on the 31st day of December in the appropriate year. All vacancies shall be filled for the unexpired term only. No person shall serve for more than two consecutive terms.
The Board shall annually organize and elect such officers and adopt such rules and regulations as it may deem necessary for the faithful discharge of its duties and for the proper exercise of the powers conferred upon it by the governing body of the Borough and as is provided for in N.J.S.A. 40:12.1 to 40:12-8, both inclusive, as amended and supplemented.
The Board may appoint a Secretary or Clerk, a Superintendent of Recreation and such number of custodians, supervisors and assistants as shall be necessary and proper for the carrying out of its functions, all subject to the approval of the governing body of the Borough of Leonia. The salary, wages or other compensation to be paid to any employees of the Board shall be such as is fixed in the annual Borough Salary Ordinance[1] by the governing body of the Borough, after consultation with the Board of Recreation Commissioners.

A. 
The Board shall have full control over the following recreational areas, and any other site hereafter designated by the Mayor and Council:

Stanley Gallone Memorial Park.
(2) 
Sylvan Park.
(3) 
Wood Park.
(4) 
C.J. Kirkland Park.
(5) 
Leonia Recreation Center.
(6) 
Dudley C. Allen Park.

B. 
The Board shall have full control over all lands, playgrounds and recreational areas hereafter acquired or leased under the provisions of N.J.S.A. 40:12-1 through 40:12-8, both inclusive, as amended and supplemented. The Board may adopt suitable rules, regulations and bylaws for the use of the facilities under its control and for the conduct of all persons while on or using such lands and facilities.
Annually, not later than January 31 in each year, the Board of Recreation Commissioners shall make and transmit to the governing body of the Borough a written report summarizing all of its activities for the previous year and describing, so far as practicable, its projected activities for the succeeding year with particular emphasis intended to be given to any new programs to be implemented during the coming year, which report shall include a projection of the costs for each of the Board's activities. In addition to the activities report, the Board shall report, at the same time, to the governing body, the name, address, job description, number of hours of work performed and salary paid concerning each of the persons employed by the Board during the previous year.
