There is hereby created a Local Assistance Board. The Board shall be composed of five members, at least one of whom shall be a woman. The membership shall be appointed by the Mayor with the advice and consent of the Council.
The term of each member shall be four years. However, upon the adoption of this article, the terms shall be scattered so that no more than two members' terms shall expire in any one year.
The Board shall elect from its membership a Chairman and Secretary and shall appoint a Director of Welfare, who shall be the first executive and administrative officer of the Board. Any salary fixed for the administrator shall be subject to approval by the governing body. In the event of a vacancy in office of the Director of Welfare, one temporary or acting Director may be appointed to serve for a period of not more than 90 days. The Board may appoint other employees, including assistants, clerks, investigators and nurses, who shall be appointed in the same manner as other employees of the Borough are appointed. However, no employee may hold any office in any political party.[1]
