A. 
In accordance with the provisions of N.J.S.A. 40:67-16.9 and N.J.S.A. 39:4-8, the governing body of the Borough hereby authorizes the Mayor of Leonia, after deliberation with the Chief of Police, to order the closing of certain streets, or portions thereof, to motor vehicle traffic during certain specified hours, as it is determined that such closings are necessary for the preservation of the public safety, health and welfare. Such street closings shall not exceed a period of 48 continuous hours.
B. 
In the event of closing of such streets, the Borough shall either post appropriate warning signs or shall have the Police Department directing traffic in pursuance thereof.

A. 
No person shall operate a vehicle on those streets or parts of streets as described in Schedule XVIII (§ 194-49) attached to and made part of Chapter 194 during the times of the days indicated in said schedule unless that person:
(1) 
Is a resident of said street needing access to his home or can demonstrate a documented need to access a residence on the street or parts of streets as described; or
(2) 
Is traveling to and/or from a Leonia destination.

Every person convicted of a violation under § 194-25.1 or any supplement thereto shall be liable to a penalty of $200, or imprisonment for a term of not exceeding 15 days, or both. No points will be assessed for a violation of this section in accordance with the motor vehicle point system of the New Jersey Motor Vehicle Commission.
