No person, firm or corporation shall deposit any refuse, rubbish or waste matter or material of any kind upon any field, vacant lot or building plot in the Borough of Leonia.
No person, firm or corporation shall deposit any refuse, rubbish or waste matter or material of any kind upon any field, vacant lot or building plot in the Borough of Leonia so that such matter or material is likely to become a nuisance or become or cause a breeding place of mosquitoes, insects, rats or vermin of any kind or which creates a fire hazard or tends to extend conflagration.
No person, firm or corporation shall place or cause to be placed in the streets or gutters of the Borough of Leonia at any time any garden refuse or other similar waste materials or excess materials resulting from building alterations or from repairs by private contract or tree stumps, tree branches and similar material cut down by private contractor.
The Public Works Department of the Borough of Leonia may designate certain days for the collection of garden refuse and other similar waste materials from inside the curb or on the sidewalk areas in the Borough, and, on such days and for a period of 24 hours prior thereto, householders may place such garden rubbish and waste materials at the curb or on the sidewalk areas, but not in the gutter or street, for such collection. Lawn cuttings, leaves, brush, small stones or other materials which may be easily scattered or blown about must be placed in baskets, boxes or other containers. Such rubbish and waste material shall not be accumulated and placed at the curb for collection except as herein provided.

No person, firm or corporation shall burn any leaves or other waste material or cause same to be burned in the streets or gutters of the Borough of Leonia at any time.
Any person, firm or corporation violating this article, upon conviction, shall be subject to a penalty as set forth in Chapter 1, Article I, General Penalty.
