In the interpretation and the application of
the provisions of this chapter, these rules, regulations and standards
shall be considered the minimum requirements for the promotion and
protection of public health, safety, morals and general welfare of
the citizens of the municipality. It is not intended to interfere
with or abrogate or annul other rules, regulations or ordinances,
provided that where this chapter imposes greater restrictions, the
provisions of this chapter shall apply.
