It shall be the function of the Board to concern itself with the state
of health of all persons in the Borough, establishing programs, providing
information and taking preventative measures to upgrade the level of general
health. The Board shall further devote itself to the protection of the general
public against exposure to disease and other occurrences detrimental to public
health. In addition to its own regulations, the Board shall also administer
the enforcement of all statutes, laws, codes, regulations and other instructions
promulgated by the state, State Health Department and the Borough that falls
within its jurisdiction.
The Board shall determine and establish the rules of its own proceedings
and shall pass, promulgate or adopt such rules, regulations, orders, ordinances,
bylaws and resolutions pertaining to the purposes and objectives of the Board
as may be necessary to carry out properly the provisions of applicable state
laws governing the powers and duties of local boards of health.
The Board shall organize annually in January. At the organizational meeting provided for in §
11-5 of the Code of the Borough of Leonia, there shall be elected a President and Vice President for the Board to serve for one year.
At the annual organization meeting or as soon thereafter as possible,
the President shall appoint the necessary standing committees. Each standing
committee shall serve for the duration of the year in which the appointment
is made.
The President shall, at the organization meeting or as soon thereafter
as possible, appoint, subject to the confirmation by the Board, a Secretary
who shall serve for the calendar year or until his successor is appointed
and qualified.
The President shall, at the organization meeting or as soon thereafter
as possible, appoint subject to the confirmation by the Board, a Health Officer,
Sanitary Inspectors, Plumbing Inspectors, community nurses and such other
officials and functionaries as may be required. All shall serve for the calendar
year or until their successors are appointed and qualified unless a specific
shorter term is specified.
The President shall appoint, subject to the confirmation by the Board,
at least 10 days prior to the expiration of the current term of office of
the Registrar of Vital Statistics, a successor or reappoint the incumbent
who shall serve for a period of three years or until a successor is appointed
and qualified in accordance with the provisions of N.J.S.A. 26:8-11 through
26:8-22.
