The provisions of this chapter shall be enforced
by the Building Inspector of the Borough of Palisades Park.
It shall be the duty of the Building Inspector
to keep a record of all applications for zoning permits and a record
of all permits issued, with a record of all special conditions involved.
The Building Inspector shall file and safely keep copies of all plans
submitted, and the same shall form a part of the records of his office
and shall be available for the use of the Mayor and Council and other
officials of the Borough.
To ensure compliance with the provisions of
this chapter, no person shall erect, alter or convert any structure
or building or part thereof nor alter or change the use of any land
until a zoning permit has been issued by the Building Inspector.
All applications for a zoning permit shall be
made, in writing, by the owner or his authorized agent and shall include
a statement of the use or intended use of the building and shall be
accompanied by a plan, drawn to scale, showing the lot, the size and
location of existing buildings, proposed buildings and structures,
the intended use of each building and part thereof, the height thereof,
the location of off-street parking and other data as may be required
by ordinance.
The permit shall be void and of no force and
effect should the person to whom such permit was issued fail or neglect
to commence building or improvement within a period of six months
from the date of issuance, and provided further that such permit shall
automatically expire 12 months from the date of issuance. The applicant
may request and the Building Inspector may grant a renewal of an expired
zoning permit for an additional six months, provided that the Building
Inspector is satisfied that the proposal conforms to the requirements
of the chapter.
If it shall appear, at any time, to the Building
Inspector that the application or accompanying plan was false or misleading
or that work on the premises is being done differing from the application
and plan for which a permit was issued, the Building Inspector may
forthwith revoke the zoning permit.
It shall be unlawful to use or permit the use
of any building or area hereafter created, erected, changed, converted,
altered or enlarged, wholly or in part, unless and until a certificate
of occupancy shall have been applied for and issued by the Building
Inspector. The application for a certificate of occupancy shall be
made simultaneously with the application for a building permit and
shall be granted or denied within 15 days after notice of completion
of the building shall have been given to the Building Inspector.
A. New uses. No building shall be occupied or used unless
the Building Inspector shall have issued a certificate of occupancy
certifying that such building or structure is in conformance with
the requirements of this chapter. A certificate of occupancy, once
granted, shall continue in effect so long as there is no change in
such use, regardless of the change in identity of the tenant or occupant.
B. Existing use. Upon proper application, accompanied
by a fee of $10 from the owner, tenant, occupant or purchaser under
contract, of any building or other structure of any use thereof, lawfully
existing at the time of such application, the Building Inspector,
after inspection, shall issue a certificate of occupancy for continued
use of such building or structure.
C. Change of use. No owner, tenant or other person shall
use or occupy any building or structure, the use of which shall be
changed without first procuring a certificate of occupancy.
Upon accepting for filing an application for
a certificate of occupancy, the Building Inspector shall exact the
payment of $10, which fee shall be paid into the general treasury
of the Borough of Palisades Park.
No certificate of occupancy shall be issued
for any new building, for any addition or alteration to an existing
building or for any change of use of a building unless the building
and appurtenances conform in all respects to an approved site plan,
unless the requirement for site plan approval is excepted by the Site
Plan Ordinance.
It shall be the duty of the Building Inspector

occupancy, together with all special conditions involved. He shall
file and safely keep copies of all plans and applications submitted.
They shall form a part of the records of his office and shall be available
for the use of the Mayor and Council and other officials of the Borough
of Palisades Park.
Temporary permits may be authorized by the Building
Inspector for a period not to exceed one year for uses incidental
to construction projects, permits for which have been heretofore issued
on the same premises, including storage of building supplies and machinery,
mixing of building materials and assembly of building materials, provided
that such permit shall be conditioned upon removal of such structure
or machinery at the expiration of the period of construction. Such
temporary permit shall expire within one year or at the completion
of construction, whichever occurs first.
