The sketch plan initially submitted to the Planning
Board shall be based on an accurate base map at a scale (preferably
not less than 100 feet to the inch) to enable the entire tract to
be shown on one sheet. The sketch plan shall be submitted showing
the following information:
A. The location of that portion which is to be subdivided
in relation to the entire tract, and the distance to the nearest existing
street intersection.
B. All existing structures, wooded areas, marshlands,
rock outcroppings, streams and other significant physical features
within the portion to be subdivided and within 300 feet thereof. Contours
shall also be indicated at intervals of not more than five feet extending
300 feet beyond boundary lines.
C. The names of the owner and of all adjoining property
owners as disclosed by the most recent Village assessment roles, if
available.
D. The Map sheet, block and lot numbers, if available.
E. All the utilities available, and all streets which
are either proposed, mapped or built.
F. The proposed pattern of lots (including lot width, depth and approximate area), street layout recreation areas, schematic indications of drainage, sewerage and water supply systems (see §
220-30C below) within the subdivided area.
G. All existing restrictions on the use of land, including
easements, covenants or zoning lines.
In the case of minor subdivisions, the subdivision
plat application shall include all information shown on the approved
sketch plan, plus the following additional information:
A. A copy of such covenants or deed restrictions as are
intended to cover all or part of the tract.
B. An actual field survey of the boundary lines of the
tract, giving complete descriptive data by bearings and distances,
made and certified to by a licensed New York State land surveyor.
The corners of every parcel shall also be located on the ground and
marked by monuments as approved by the Planning Board Engineer and
shall be referenced and shown on the plat.
C. All on-site sanitation and water facilities shall
be designed to meet the minimum specifications of the State Sanitary
Code and the Public Health Law, and the endorsement of the Suffolk
County Department of Health approving the designs shall appear on
the plat.
D. The proposed subdivision name, name of the Village,
town and county.
E. The date, North point, map scale and the name and
address of record owner and subdivider.
F. The plat to be filed with the County Clerk shall be
printed upon linen or be clearly drawn in India ink upon tracing cloth.
The size of the sheets shall be no larger than 24 inches by 36 inches.
The following documents shall be submitted for
conditional approval:
A. Six copies of the preliminary layout (one on cloth
if tract is to be developed in sections), prepared at a scale of not
more than 100 but preferably not less than 50 feet to the inch. The
preliminary layout should be on sheets 24 inches by 26 inches or 36
inches by 40 inches. If more than one sheet is required, clearly indicated
"match lines" shall be shown on all sheets, which shall be accompanied
by a key map at such scale as to fit on one sheet only. The following
items shall appear on the preliminary layout sheets:
(1) The proposed subdivision name; name of Village, town
and county; date; North point; scale; name and address of record owner,
subdivider and engineer, including license number and seal.
(2) The names of all subdivisions immediately adjacent
and the name of the owners of record of all adjacent property.
(3) The zoning district, including exact boundary lines
of districts, if more than one district, and any proposed changes
in the zoning district lines and/or the Zoning Ordinance text applicable
to the area to be subdivided.
(4) All parcels of land proposed to be dedicated to public
use and the conditions of such dedication.
(5) Locations of existing property lines, easements, buildings,
watercourses, marshes, rock outcrops, wooded areas, isolated single
trees with a diameter of eight inches or more as measured three feet
above the base of the trunk and other significant existing features
for the proposed subdivision and adjacent property.
(6) Locations of existing sewers, water mains, culverts
and drains on the property, with pipe sizes, grades and direction
of flow.
(7) Where warranted by topography, the Planning Board
may require existing elevations (contours) shown on the plan shall
be certified to as being established by actual field surveys performed
by the engineer or surveyor preparing the site plan.
(8) The width and location of any streets or public ways
or places shown on the Official Map or the Master Plan, if such exist,
within the area to be subdivided, and the width, location, grades
and street profiles of all streets or public ways proposed by the
developer.
(9) The approximate location and size of all proposed
water lines, valves and sanitary sewer lines. Connection to existing
lines, or alternate means of water supply or sewage disposal and treatment
shall be as provided in the State Sanitary Code and the Public Health
Law. Profiles of all proposed water and sanitary sewer lines. Fire
hydrant and alarm box sites are under the jurisdiction of the Port
Jefferson Fire Department.
(10)
A storm drainage plan indicating the approximate
location and size of proposed lines and their profiles. Connections
to existing lines or alternate means of disposal.
(11)
Plans indicating the proposed locations and
type of streets, sidewalks, curbs, streetlighting standards, street
trees, manholes and drain inlets. Cross sections showing the width
and depth of street pavements and subbase and the relative locations
and cover on all underground conduits and utilities.
(12)
Preliminary designs of any bridges or culverts
which may be required.
(13)
The number and approximate dimensions and area
of each lot and the building setback lines.
(14)
Where the topography is such as to make difficult
the inclusion of any of the required facilities within the public
area as laid out, the preliminary layout shall show the boundaries
of proposed permanent easements over or under private property, which
permanent easements shall not be less than 20 feet in width and which
shall provide satisfactory access to an existing public highway or
other public highway or public open space shown on the subdivision
or the Official Map.
(15)
An actual field survey of the boundary lines
of the tract, giving complete descriptive data by bearings, distances
and area, made and certified to by a licensed engineer or land surveyor.
The corners of tract shall also be located on the ground and marked
by monuments of such size as approved by the Planning Board Engineer
and shall be referenced and shown on the plat.
B. A vicinity sketch indicating the proposed subdivision
in relation to the surrounding area, at a scale no smaller than one
inch equals 400 feet, shall accompany the preliminary layout submission.
It shall show all existing subdivisions, streets, public buildings,
schools, parks and playgrounds within 1/2 mile of the proposed subdivision.
C. If the application covers only a part of the subdivider's
entire holding, a map of the entire tract, drawn at a scale of not
less than 400 feet to the inch, showing an outline of the platted
area with its proposed streets and indiction of the probable future
street system with its grades and drainage in the remaining portion
of the tract and the probable future drainage layout of the entire
tract, shall be submitted. The part of the subdivider's entire holding
submitted shall be considered in the light of the entire holdings.
D. A copy of such covenants or deed restrictions as are
intended to cover all or any part of the tract.
The following documents shall be submitted for
plat approval:
A. The plat shall be drawn in ink on tracing cloth. The
size of the sheets shall be 18 inches by 24 inches or 24 inches by
26 inches, including a margin for binding of two inches outside of
the border along the left side and a margin of one inch outside of
the border along the remaining sides. The plat shall be drawn at a
scale of no more than 100 feet to the inch and oriented with North
towards the top of the map where practicable. When more than one sheet
is required, an additional index sheet of the same size shall be filed
showing to scale the entire subdivision with lot and block numbers
clearly legible. The plat shall show all information required for
the preliminary layout, plus the following additions and refinements:
(1) The proposed subdivision name or identifying title
and the name of the Village, town and county, the name and address
of record owner and subdivider and the name, license number and seal
of the licensed surveyor.
(2) Streets, pedestrian ways, lots, reservations, easements
and areas to be dedicated to public use, as well as large trees, groves
and other natural features to be preserved.
(3) Sufficient data acceptable to the Planning Board Engineer
to determine readily the location, bearing and the length of every
street line, lot line, boundary line, and to reproduce such lines
upon the ground. Where practicable, these should be referenced to
monuments previously established by a public authority.
(4) Permanent reference monuments shall be shown and shall
be constructed in accordance with specifications of the Planning Board
Engineer. These monuments shall be set at all corners and angle points
of the original tract to be subdivided, at street intersection corners,
angle points in street lines, points of curve and tangency of street
lines or at any such locations as deemed necessary and appropriate
by the Planning Board Engineer.
(5) All block corners shall be permanently located with
a concrete monument approved by the Planning Board Engineer.
(6) Lengths and bearings of all street lines; radii and
length of curves; central angles; and tangent distances for all street
curves, measured to and along the center lines of such streets. All
lengths shall be in feet and hundredths of a foot and all angles shall
be given to the nearest 10 seconds or closer if deemed necessary by
the Planning Board Engineer.
(7) The area of all lots in square feet and the dimensions
and bearings of all lot lines. In the case of lots fronting on curved
streets, sufficient information, such as location of point of curvature
and point of tangency, shall be shown to enable a surveyor to establish
property points of such lots. The plat shall also show the length
and bearings of all boundary lines, a graphic scale and the true North
point.
(8) Proposed street names, block, lot, section and house
numbers in sequence.
(9) The plat shall also show by proper designation thereon
all public open spaces for which deeds are submitted and those areas
whose title is reserved by the developer.
B. Construction detail plans.
(1) Construction plans and profiles shall be submitted
on convenient size prints, and every effort should be made to keep
the various plans, sections and profiles a uniform size. The following
construction details shall accompany the plat submission:
(a)
Typical cross sections and profiles of all proposed
streets, showing existing and proposed grades as approved by the Planning
Board Engineer. The cross sections shall show pavements and, where
required, gutters, curbs and sidewalks. The materials and thickness
of the surfacing, base course and subbase shall be indicated.
(b)
Profiles along the center lines of streets,
showing existing and proposed elevations. Where a proposed new street
intersects an existing street, the elevation of such existing street
shall be shown for 100 feet from such intersection.
(c)
Plans and profiles showing the exact location,
size and invert elevations of existing and proposed water mains, sanitary
sewers and stormwater drains and sewage pumping stations; profiles
of all utility lines at points of interference; and the location of
gas and other underground utilities or structures.
(d)
A grading plan showing existing and proposed contours at two-foot intervals, referred to the same datum as Subsection
B(1)(b) above. All elevations must be referred to established United States government or approved local bench marks. The Planning Board may require, where steep slopes exist, that present elevations of all proposed streets shall be shown at five points on a line at right angles to the center line of the streets every 100 feet throughout the length of such streets, and said elevation points shall be at the center line of the street, each property line and a point 30 feet inside of each property line.
(e)
Detailed plans for bridges, culverts, retaining
walls or similar structures.
(f)
Locations of all proposed buildings, if required
by the Planning Board, and building setback lines.
(g)
Upon consultation with the various private utility
companies, the subdivider shall indicate on a plan the proposed type
and location of the different utility lines (electric, gas, telephone,
etc.).
(h)
Planting plans showing the size, type and location
of all street trees and indications of the type and nature of the
planting treatment proposed in areas where eyesore conditions or erosion
may occur.
(2) All designs for water lines, sanitary and storm sewers,
sewage pumping stations, streets, bridge and drainage structures,
etc., shall be prepared by a licensed professional engineer. The certification
of the engineer shall appear on all construction plans.
C. All offers of cession of streets, rights-of-way, easements
and sites for public use and copies of agreements, covenants or other
documents showing the manner in which unceded open space and areas
to be reserved for the common use of the residents is to be maintained,
all certified by the Village Attorney as to their legal sufficiency.
D. All water and sewerage facilities' proposals contained
in the subdivision plat shall be approved by the Suffolk County Department
of Public Health, whose endorsement shall appear on a print of the
water supply and sanitary facility plans.
E. If the proposed subdivision will involve construction
or activities which will have an influence or an effect on state,
county or town rights-of-way, the subdivider shall obtain letters
from a responsible official of the appropriate Department of Public
Works (state, county or town), addressed to the Chairman of the Port
Jefferson Planning Board, indicating that agency's approval of the
activity and that all necessary permits have or will be issued.
F. Letters directed to the Chairman of the Planning Board
and signed by a responsible official of the lighting agency, gas company,
water company or any utility company or other authority which provides
necessary utility service and has jurisdiction in the area, approving
each proposed utility installation design, or a statement of intention
by the utility that it will provide the necessary service facilities.
A statement by the subdivider as to who will construct each facility,
so that service will be available when required, shall also be submitted.
