The purpose of this article is to provide for the duties and responsibilities
of the Township Manager functioning under the provisions of the First Class
Township Code. It is intended that the Township Manager shall be responsible
for supervising and conducting the administrative affairs of the Township
in a nonpartisan manner. Nothing herein shall be construed to diminish or
impair any of the statutorily imposed or discretionary powers or responsibilities
of the Commissioners reserved to them by law.
The office of Township Manager (the "Manager") is hereby created by
the Township of Caln pursuant to § 1502 of the First Class Township
Code.
The Manager shall be appointed for an indefinite term by a majority
of all of the members of the Board of Commissioners (the Board). The Manager
shall serve at the pleasure of the Board, and he may be removed at any time
by a majority vote of all its members. The Board shall enter into a memorandum
of understanding with the Manager setting forth the terms and conditions of
employment. (Throughout this article, reference to the Manager in the masculine
shall be construed to include the feminine.)
The Board shall retain primary power and responsibility for the governance
of the Township. The Board shall act as a body in its dealings with the Manager,
provided that a quorum of the Board shall be authorized to so act. Individual
Board members shall have the right at anytime to contact the Manager or any
subordinate of the Manager for information or to discuss any item of Township
business; however, individual Board members shall not interfere with the Manager
or any of his subordinates in the performance of their duties. The Board may,
however, establish a temporary committee or liaison of its members to review
the operations of the Township and its departments.
The Manager shall be chosen solely on the basis of executive and administrative
qualifications, with special reference to training and experience in municipal
government and the ability to deal in an amicable and professional manner
with the general public and Township officials and employees. The Manager
need not be a resident of the Township at the time of his appointment, but
shall become a permanent Township resident within one year of the date of
his employment as Manager, unless an exception is granted by the Board.
Before entering upon his duties, the Manager shall give a bond to the
Township with a bonding company authorized to conduct such business in the
Commonwealth of Pennsylvania, as surety, in a sum to be determined annually
by the Board, conditioned upon the faithful performance of his duties. The
bond shall be subject to the approval of the Board, and the premium for the
bond shall be paid by the Township.
If the Manager becomes ill or needs to be absent from the Township,
he shall, with the concurrence of the Board, designate one qualified member
of his staff to perform the duties of the Manager during his absence or disability.

There is hereby created the office or position of Director-Finance Utility
Sewer Fund.
The Director-Finance Utility Sewer Fund, hereinafter called the "Director,"
shall be charged with the following duties and responsibilities:
A. General duties. Administer, levy, collect, record, report
and certify the Utility Fund duplicate.
B. Specific duties.
(1) Prepare each year two complete lists of all ratables,
one list to be filed with the Township Secretary for audit and the second
list to be used for posting all payments of ratables by the Director of the
Utility Fund.
(2) Be responsible for the preparation and mailing of quarterly
utility bills.
(3) Be responsible for the collection, posting and reporting
of all collection of utility funds monthly and yearly.
(4) Be responsible for depositing, balancing and reconciling
the utility account.
(5) Prepare and mail out delinquent rental reminders.
(6) Prepare liens for delinquent rental.
(7) Testify at all levels of court.
(8) Be responsible for the proper equipment used to print,
post and calculate Utility Fund bills and reports.
(9) Be responsible for the operation and instruction in the
use of all office equipment.
(10) Be responsible for securing the necessary supplies, ledgers
and other office forms and supplies.
(11) Be responsible for the instruction and performance of
and moneys handled by all deputies and clerks.
(12) Prepare for the Commissioners each year a proper cost
for the budget to operate the Utility Fund.
(13) Be responsible for investments, transfers and budget
control of the Utility Fund.
(14) Be responsible for assistance to the Commissioners and
Manager in preparing the utility budget.
(15) Be directed by the Commissioner of Finance and be responsible
to all the Commissioners as a Board.
The Director shall serve for a term of two years and until his successor
is duly appointed and qualified, unless sooner removed by the Board of Commissioners.
The compensation of the Director shall be set annually at the meeting
wherein the budget of the Township is adopted or at such later date as the
Commissioners may determine. The salary shall be set by resolution by the
Board of Commissioners.
