This ordinance shall become effective 30 days following final adoption by the Township of Springfield Board of Commissioners and publication as required by law.
A. 
The operator of any existing facility, the operation of which is required to be franchised or licensed under this ordinance, shall have three months from the effective date of this ordinance to file one or more applications for a franchise or a license under this ordinance. Any operator filing such an application shall not be subject to a penalty under § 130-9 hereof for failure to have such a franchise or license for that period during which said application remains pending.
B. 
Any person holding an outstanding franchise from the Township of Springfield to provide telecommunications services may continue to operate under the existing franchise to the conclusion of its present terms (but not any renewal or extension thereof); provided, however, that such franchisee may elect at any time to apply for a superseding franchise or license under this ordinance.
C. 
Any cable franchisee holding an outstanding franchise from the Township of Springfield to provide cable services may continue to operate under the existing franchise to the conclusion of its present term ( but not any renewal or extension thereof); provided, however, that such franchisee may elect at any time to apply for a superseding cable franchise under this ordinance.
D. 
Any lessee under a lease from the Township of Springfield for an antenna site, valid and in force on the effective date of this ordinance, may continue to occupy such antenna site to the conclusion of the term of the lease (but not any renewal or extension thereof), in accordance with the terms of such lease; provided, however, that such lessee may elect at any time to apply for a superseding lease under this ordinance.
Any ordinance or part of ordinance to the extent that it is inconsistent herewith is hereby repealed.
