The City may participate in, sponsor, conduct or administer a cooperative
procurement agreement with one or more other public bodies, including, at
its option, the School Board of the City of Colonial Heights, for the purpose
of combining requirements to increase efficiency or reduce administrative
expenses. Any public body which enters into a cooperative procurement agreement
with the City shall comply with the policies and procedures of this chapter,
unless the Council shall determine otherwise as permitted by law.
