Protests of a decision to award or of an award, appeals from refusals to allow withdrawal of bids, appeals from disqualifications and determinations of nonresponsibility and appeals from decisions on disputes arising out of the performance of a contract shall lie with the City Manager, or such other disinterested classified employee or employees as he may designate, in the manner provided in §§ 11-63 through 11-71 of the Code of Virginia (1950), as amended, which provisions of law are hereby incorporated by reference in this chapter. Any such protest or appeal shall be heard within 10 calendar days of the filing of the protest or appeal in writing with the Manager's Office. At such hearing, the protester or appellant and the Purchasing Agent shall have the opportunity to present pertinent information. Within 10 calendar days of said hearing, a written decision containing findings of fact shall be issued.
