The owner of any companion animal that is injured or killed by a dog shall be entitled to recover damages consistent with the provisions of §
98-3 from the owner of such dog in an appropriate action at law if (i) the injury occurred on the premises of the companion animal's owner, and (ii) the owner of the offending dog did not have the permission of the companion animal's owner for the dog to be on the premises at the time of the attack.

The harboring or keeping of any dog which, by loud, frequent
or habitual barking or howling, shall cause annoyance and disturb
the peace and quiet of another person shall be considered a violation
of this chapter; and any such dog may, after due notice has been given
to the owner or keeper, if known, be impounded and confined in the
City pound by the Animal Control Officer or any Police Officer.
The owner or person in control of any dog shall immediately
remove defecated material left by the dog on any public or private
property in the City, other than the owner's property, and dispose
of it in a safe and sanitary manner.
