Alleys shall be provided in commercial and business
districts, except this requirement may be waived where other definite
and assured provision is made for service access, such as off-street
loading, unloading and parking.
Alleys in residential areas shall be prohibited.
The minimum width of an alley shall be 20 feet
in a business or commercial district.
Alley intersections and sharp changes in alignment
shall be avoided, but where necessary, corners shall be cut off sufficiently
to permit safe vehicular movement.
Dead-end alleys shall be avoided where possible,
but if unavoidable, each such alley shall be provided with a turnaround
at the closed end, with a minimum diameter of 120 feet. Temporary
turnarounds meeting the same requirements shall be provided at the
closed ends of temporary dead-end alleys.
