No construction or installation of public or private improvements shall be commenced in a proposed land division or development by a divider or any contractor engaged by a divider/developer until after the final plat, certified survey map, or development plan shall have been granted final approval by the Village Board (or until after a site and operational plan or residential development plan shall have been granted final approval by the Village Plan Commission or Village Zoning Administrator under §
420-56 or
420-57.6 of the Village Code), all conditions of the final approval have been satisfied, all necessary certifications have been placed on the plat, map, or development plan and the Village has provided written authorization to the divider/developer to commence such construction or installation.

No building or zoning permit, or certificate of occupancy shall be issued for the erection, construction or occupancy of a building or structure on any lot created as a result of a land division or shown on any development plan (including any site and operational plan or residential development plan approved under §
420-56 or
420-57.6 the Village Code) subject to this chapter and Chapter
405 prior to completion of the public or private improvements required by this chapter to be completed as a part of the required public improvements or prior to the last required approval of the final plat, certified survey map, or development plan as specified in the development agreement. In addition, the as-built plans pursuant to §§
395-82C and
395-69H(9) of this chapter shall be completed, reviewed and accepted by the Village.

A. The final approved plans, plats, certified survey map, development plans and all engineering plans and specifications shall be submitted to the Village in a pdf pursuant to the requirements specified in Chapter
405.
B. As-built plans. As-built infrastructure plans shall be submitted pursuant to the requirements in Chapter
405.
C. Record
drawings. Upon the Village approving the as-built plans as specified
above, said plans shall become the official record drawings for the
required improvements. All record drawings shall be stamped "record
drawing" by the Village Engineer and be permanently kept by the Village
Engineering Department.
The divider/developer shall make reasonable efforts to preserve and protect existing trees which appear on the Village's approved species list and which are 10 inches or more in diameter six feet above the ground. Trees to be protected shall be located on the landscaping plan required by §
395-82 of this chapter, and a detailed description of the methods that are to be utilized to protect such trees shall be included in such plan.

Prior to commencing any work within an approved land division or development, the divider/developer shall notify the Village to make arrangements for construction services, and preparation of the required record drawings pursuant to §
395-82C of this chapter, Chapter
405, and as specified in the development agreement. All public and private improvements, including but not limited to streets, sanitary sewer mains, water mains and storm sewer and drainage facilities, along with related inspections shall be completed pursuant to Chapter
405 prior to the reduction or release of any financial security or the acceptance by the Village of the dedicated public improvements and/or acceptance of private improvements.
