A. 
General organization. The government of the Village of Pleasant Prairie is organized and constituted under Ch. 61, Wis. Stats.
B. 
Elected officers. The elected officers of the Village of Pleasant Prairie shall be a President, four Trustees and a Municipal Judge.
C. 
Election and term. At the annual spring election in odd-numbered years there shall be elected a President and two Trustees, each with a two-year term of office. At the annual spring election in even-numbered years there shall be elected two Trustees, each with a two-year term of office. The Municipal Judge shall be elected as provided in § 30-1 of this Code.

D. 
Pursuant to the provisions of § 61.32, Wis. Stats., the salaries of the President and Trustees shall be fixed by the Village Board and shall not be increased or decreased during the term for which such officers are elected. Current salaries are on file with the Village Clerk.

E. 
The President and Trustees shall be paid a monthly expense allowance in an amount fixed by the Village Board. Current allowance amounts are on file with the Village Clerk.

F. 
Powers and duties. The Village President and, in the absence of the Village President, the President Pro Tem, shall have such powers and duties as set forth in § 61.24, Wis. Stats. The Village Board shall have all powers of the Village not specifically given to some other body or officer. Except as otherwise provided by law, the Village Board shall have the management and control of the Village property, finances, highways, streets, utilities, public service and the recreation enterprises and may act for the government and good order of the Village, for its commercial benefit and for the health, safety and welfare and convenience of the public and may carry its powers into effect by license, regulations, suppression, borrowing, taxation, special assessment, appropriation, imposition of forfeitures and other necessary or convenient means. The Village Board may appoint such officials from time to time as may be deemed necessary for the benefit of the community. In addition, the Village Board shall have the powers enumerated in § 61.34, Wis. Stats. The powers hereby conferred shall be in addition to all other grants and shall be limited only by express language.

G. 
Bonds. Elected and appointed officials shall take and file the official bond as required by Wisconsin State Statutes and this Code.
H. 
Removals.
(1) 
Elected officials. Elected officials may be removed by the Village Board for cause pursuant to § 17.13(2), Wis. Stats., or as provided by § 17.16, Wis. Stats.
(2) 
Appointed officials. Appointed officials may be removed as provided in §§ 17.13(1) and (3) and 17.16, Wis. Stats., except as provided below:
(a) 
The Village Board may remove any member of any board, commission or committee upon being advised in writing by the secretary of the respective commission or committee that a member has missed three consecutive meetings or six meetings in one calendar year or has been convicted of any offense involving moral turpitude.
(b) 
Any member of the board, commission or committee so removed shall not be entitled to receive any further expense payment after such removal, except that such removed member shall be entitled to be reimbursed for actual expenses incurred by him prior to such removal.
(c) 
After any member of the board, commission or committee has been so removed, the Village Board shall appoint a new member to fill the vacancy within a reasonable time.
I. 
Vacancies. Vacancies in elective offices shall be filled by appointment by a majority vote of the Village Board for the remaining term of said office. Vacancies in appointive offices shall be filled in the same manner as the original appointment for the remainder of the unexpired term or for an indefinite term.

A. 
Appointments by Village Board. The following offices shall be filled by appointment by a majority vote of the Village Board for an indefinite term, subject to removal as provide by law by a two-thirds vote of the Village Board:
(1) 
Village Administrator.
(2) 
Village Clerk.
(3) 
Village Treasurer.
(4) 
Village Attorney.
B. 
Appointments by the Village Administrator. The Village Administrator shall appoint all heads of departments, subordinates and Village employees, with the exception of members of boards, commissions and committees. All department heads, subordinates and employees appointed by the Village Administrator shall be appointed for an indefinite term and shall serve during good behavior and satisfactory service. The Village Administrator shall determine the compensation for each position at the time of hiring.
C. 
Appointment by Police and Fire Commission. The offices of Police Chief and Fire & Rescue Chief shall be appointed by the Police and Fire Commission subject to Wisconsin State Statutes, as well as all sworn and uniformed officers of each department.

A. 
Office creation and purpose. In order that the various officers, officials and employees and departments executing policy and administering the affairs of the Village of Pleasant Prairie be operated as efficiently as possible under a system of President and Trustees, and to better ensure competent, expeditious, efficient and harmonious administration and action in respect to any activity common to any one or more of the Village's officers, officials and departments, and in order that there may be a uniform administration of policy, there is hereby created the office of Village Administrator for the Village of Pleasant Prairie.
B. 
Appointment and term of office. The Administrator shall be appointed as provided in § 75-2 for a term of indefinite duration, subject to removal by a three-fourths majority vote of the Village Board at any time. The Administrator and the Village Board shall, at their mutual discretion, enter into a contract relating to the terms of employment.

D. 
Power to inquire. The Village Administrator shall examine or inquire into the affairs or operations of any department.
E. 
Functions and duties of Village Administrator. The Village Administrator, subject to the limitations defined in resolutions and ordinances of the Village of Pleasant Prairie, shall be the chief administrative officer of the Village, responsible only to the Village Board for the proper administration of the business and affairs of the Village pursuant to the Statutes of the State of Wisconsin, the ordinances of the Village of Pleasant Prairie and the resolutions and directions of the Village Board, with powers and duties as follows.
F. 
General duties. The Village Administrator shall:
(1) 
Coordinate the administrative activities of Village departments.
(2) 
Establish such methods of handling details of administration as will, in his opinion, best promote efficiency in municipal government.
(3) 
Stay informed on the latest county, state and federal legislation and the availability of obtaining funds from the above-mentioned sources.
(4) 
Meet regularly with the Village President.
(5) 
Attend all official meetings of the Village Board, unless excused by the board, and make recommendations from time to time for improving the quality and efficiency of the services performed by the Village.
(6) 
Effectuate all action of the Village Board that requires administrative action and report any problems or difficulties in connection therewith to the Village Board.
(7) 
File with the Village Board such reports at such times as the Village Board may require concerning the activities of his office so that the Village Board may be currently apprised of any actions of the Village Administrator and the nature and reason for such actions taken by him.
(8) 
Act as press officer for the Village. As such, he shall be the spokesman on all matters within his authority and responsibility and shall assure that the news media are kept fully informed about the operations of the Village.
(9) 
Represent the Village in intergovernmental and legislative functions.
(10) 
See that all Village ordinances are efficiently and equally enforced.
(11) 
Supervise the bookkeeping and accounting system in all departments so as to increase the efficiency of the operations of each.
(12) 
Perform such other administrative duties and powers not inconsistent with law as may be prescribed by the Village Board from time to time.
(13) 
Take charge of all Village-owned buildings and grounds, to administer the operation and maintenance of all Village-owned property, lands, buildings and equipment and all public ways, ditches, drains, sewer and water systems, recreation facilities and construction or improvements undertaken either directly or indirectly by the Village.
G. 
Personnel.
(1) 
The Village Administrator shall be entitled to the cooperation and assistance of all officers and employees of the Village so that the affairs of the Village will be most economically and harmoniously administered.
(2) 
The Village Administrator shall act as personnel officer for the Village and recommend salary and wage scales and working conditions for those officers, officials or employees not covered by collective bargaining agreements, develop job classifications and periodically evaluate job classifications, and, when necessary, formulate and propose new job classifications.
(3) 
Except as otherwise required by statute or ordinance, the Village Administrator shall recommend to the Village Board appointment of and, when necessary or desirable for the good of the service, suspension or removal of an employee of the Village; provided, however, that neither any statutory officer of the Village nor the Village Attorney may be appointed, suspended or removed except by action of the Village Board.
(4) 
The Village Administrator shall assist in labor contract negotiations and all collective bargaining matters.
(5) 
The Village Administrator shall submit to the Board a plan of administrative procedure, including an organization chart. This administrative plan shall be constructed so as to define authority and responsibility as clearly as possible. Upon approval by the Village Board, such plan and any amendments and changes thereof shall constitute the official administration and organization plan.
H. 
Budget and purchasing.
(1) 
The Village Administrator shall prepare annually and submit to the Village Board a financial budget of anticipated income and expenditure for the ensuing fiscal year and supervise and control the expenditures of money and the administration of such budget as adopted.
(2) 
Subject to the limitations contained in § 61.51, Wis. Stats., the Village Administrator is authorized and empowered to make the following purchases in behalf of the Village without the prior approval of the Village Board: supplies and services in the sum of the budgeted amounts.
(3) 
The Village Administrator shall have the power to delegate the authority to make purchases to duly appointed department heads for operating supplies, provided that the proper purchase order forms are prepared and circulated, and provided further that the purchase is of sufficient urgency to make it impractical to follow regular procedure, and provided further that the purchase amount is within the departmental operating budget for the fiscal year.

The Village Board shall appoint the Weed Commissioner on or before May 15 of each year for a term of one year. The duties and powers of the Weed Commissioner are as prescribed in § 66.0517, Wis. Stats.

A. 
Appointment. The Village Board shall appoint the Village Clerk for an indefinite term.
B. 
Duties. The Village Clerk shall perform the duties prescribed in § 61.25, Wis. Stats., and such other duties as the Village shall prescribe.
C. 
Deputy Clerk. The Village Administrator may appoint a Deputy Village Clerk, who shall act under the Clerk's direction and in the Clerk's absence or disability or in case of a vacancy shall perform his duties and shall have power to administer oaths and affirmations. The Clerk and his sureties shall be liable on his official bond for the acts of such Deputy.

A. 
Appointment. The Village Board shall appoint the Village Treasurer for an indefinite term.
B. 
Duties. The Treasurer shall perform the duties prescribed in § 61.26, Wis. Stats., and such other duties as the Village shall prescribe as contained within this Code.
C. 
Deputy Treasurer. The Village Administrator may, in writing filed in the office of the Clerk, appoint a Deputy who shall act under the Treasurer's direction and, in his absence or disability or in case of a vacancy, shall perform his duties. The official bond shall cover the acts of the Deputy as the Village may direct.

A. 
The Village Assessor shall be appointed for an indefinite term by the Village President, subject to confirmation by the Village Board.
B. 
Duties. The Village Assessor shall perform the duties prescribed by state statutes, particularly Ch. 70, Wis. Stats., and Chapter 11, Assessments, of this Code, and such other duties as the Village Administrator shall prescribe.
C. 
Deputy Village Assessor. The Village Administrator may, in writing filed in the office of the Clerk, appoint a Deputy, who shall act under the Village Assessor's direction and, in his absence or disability or in case of a vacancy, shall perform his duties.[1]
