All records of the operator regarding the conduct of the blasting operation shall be subject to inspection by Village officials at all reasonable times at the controlled blasting site area.
Upon notification to the blasting operator or the operator's representative at the blasting site, Village officials shall have a right of access to the blasting site and the controlled blasting site area for the purpose of inspecting the site, the operation and the operator's records at all reasonable times.
Chapter SPS 307 (Explosives and Fireworks), Wis. Adm. Code, as amended from time to time, is hereby adopted by reference, except that where this chapter imposes additional or greater or more stringent requirements, the provisions of this chapter shall control.
It shall be unlawful to commence, continue, conduct or engage in any blasting operation without a valid and effective license issued pursuant to this chapter, or to fail to obtain a required renewal or amendment of such a license, or otherwise to violate or fail to comply with any of the requirements of this chapter, or any of the requirements of any license, decision or order issued pursuant to this chapter.
A. 
Enforcement. The Village Board and its designees may enforce the provisions of this chapter and the provisions of all licenses, decisions and orders issued pursuant to this chapter by means of compliance, suspension and termination orders; the denial, suspension or revocation of licenses; proceedings or actions to impose forfeitures; actions seeking injunctive relief; draws upon cash deposits, bonds, letters of credit or other security instruments; or any other lawful means, either individually or in combination.
B. 
Forfeitures. Any person who violates or fails to comply with any requirement of this chapter or any requirement of any license, decision or order issued pursuant to this chapter shall, upon entry of judgment of any court of competent jurisdiction, forfeit with respect to each such violation or failure to comply not less than $100 nor more than $1,000, plus the costs of prosecution, and in default of payment of such amounts, such person shall be imprisoned in the county jail until payment thereof but not exceeding 30 days. Each day a violation or failure to comply exists or continues shall constitute a separate offense.
