A. The mayor shall appoint a chief financial officer
to be director of the financial services division. The chief financial
officer shall report directly to the mayor. The chief financial officer
shall oversee all the operations, management and functions of the
Comptroller and Treasurer/Tax Collector as prescribed in the City
Charter.
B. The Chief Financial Officer may hold either the office
of Comptroller or that of Treasurer/Tax Collector, but not both.
C. The Director of the Financial Services Division shall
have the responsibility to administer the programs and functions of
the Division and ensure that the functions delineated in this Division
are carried out efficiently and completely so that the fiscal responsibilities
and the statistical responsibilities of the Division are met. The
Director shall also perform such other duties as assigned by the Mayor.

D. The Chief Financial Officer shall also be responsible
for:
(1) Reviews and investigations of financial activities
of all departments and evaluation of related internal controls.
(2) Long-range financial planning.
(3) Advice to elected officials concerning status of city
debt.
(4) Analysis, coordination, and negotiation of all new
debt instruments.
(5) Development of fiscal performance measurements.
(6) Performance of other tasks as may be assigned by the
Mayor.

A. Pursuant to Charter Sections 50, 50-b, and 56, the
Comptroller shall be responsible for the fiscal management functions
of the City, including:
(1) A system of accounts in accordance with generally
accepted accounting principles as they apply to municipalities to
show the financial condition and financial operations of the City
in all its departments.
(2) An encumbrance system of budget operation for expenditures
only upon written requisition, for the preaudit of all claims and
demands against the City prior to payment and for the control of all
payments out of any public fund by individual warrants for each payment
to the official having custody thereof.
(3) Assistance to the Mayor in budget preparation.
B. The Comptroller shall also perform such other duties
as are assigned by the Chief Financial Officer.

A. Pursuant to Charter Section 82, 83, and 84, the Treasurer/Tax
Collector shall have the following responsibilities:
(1) Collecting all moneys due to the City except as otherwise
provided by law.
(2) Custody of and payment of all moneys belonging to
the City.
(3) Keeping proper accounts of all sums received into
and paid from the treasury.
(4) Proper investment of City funds.
(5) Control and investment of trust funds placed in the
Treasurer's care.
(6) Reporting of financial transactions.
(7) All other duties required by law of City Treasurers
and Tax Collectors.
B. The Treasurer/Tax Collector shall also perform the
City's vehicle registration functions and Traffic Violations Bureau
functions and any other tasks assigned by the Chief Financial Officer.
C. Pursuant to RSA 261:92 and RSA 231:130-a, the Tax
Collector/Treasurer shall maintain a record containing a list of all
residents who have outstanding parking violations incurred in municipalities
which have adopted the provisions of RSA 231:130-a. The Tax Collector/Treasurer
shall notify the Clerk of any other municipality which has adopted
RSA 231:130-a of any outstanding parking violations incurred by residents
of such municipality within the City. The Tax Collector/Treasurer
shall notify the Clerk of any municipality which has adopted the provisions
of RSA 231:130-a of the payment of any outstanding parking violations
incurred by residents of such municipality within the City. Such action
shall be taken within 10 days of the payment of the outstanding violation.
The Tax Collector/Treasurer shall update and keep readily available
to residents the records list described above.
D. The Treasurer/Tax Collector shall also perform such
other duties as are assigned by the Chief Financial Officer.
