No owner or operator of premises having parking spaces reserved for handicapped drivers and curb cuts for access by the handicapped, and no tenant, contractor or other person may block access to such parking spaces reserved for handicapped drivers, or curb cuts, by the plowing, piling or placement of snow or ice in such parking spaces or curb cuts.

Any owner, operator or tenant of premises who violates this section shall be required to remove the snow or ice to make such parking space or curb cut accessible, or shall be billed for the cost of removal, if done by the Borough. Furthermore, any person who violates any provision of this article shall, upon conviction thereof, be punishable by a fine or not more than $500 or by imprisonment for a term not exceeding 90 days, or both.
