The County of Beaver, Pennsylvania, of which
the Township of Brighton is a municipal subdivision, has implemented
an emergency telephone system whereby an individual can dial a 911
telephone number in the event of an emergency. A Township-wide uniform
numbering system of all buildings will assist emergency personnel
in responding efficiently and quickly to an emergency. It is, therefore,
in the best interests of the public health, safety and welfare of
the residents of Brighton Township to establish a uniform numbering
system.
For the purpose of this chapter, the following
terms are defined:
The number which has been legally assigned to a residence,
apartment building or business by the Township of Brighton for the
purpose of identification and for use by the United States Postal
Service for the delivery of mail.

The person(s), corporation(s) or other legal entity(s) who
own or lease any residence, apartment building or business located
within the Township of Brighton, Beaver County, Pennsylvania.

The owners of all buildings within the Township
of Brighton to which house numbers have been assigned by the Township
of Brighton shall have the house number prominently displayed at all
times in accordance with the following standards:
A.
Except for a building located at a distance greater
than 50 feet from the nearest public roadway, each building to which
a house number has been assigned shall have the house number displayed
upon the building, and, at the owner's option, upon a post within
20 feet of the public roadway. All other buildings shall have the
house number displayed upon a post within 20 feet of the public highway.
B.
The assigned house number shall be either affixed
directly to the building or post or displayed upon a sign affixed
to the building or post. The house number shall be displayed in such
a manner that the numbers will contrast in color with the background
and will be observed and readable by those travelling in either direction
on the adjoining public street or other thorofare providing access
to the building, i.e., signage required on both sides of a mailbox.
All numbers shall be in standard Arabic numerals, not less than three
inches in height, and shall be reflective for greater nighttime visibility.
C.
If, for any reason, the house number of a particular
building is not readily identifiable by posted signage along the roadway
whether due to the proximity of multiple buildings with different
house numbers or some other reason, then the house number should be
affixed to the building as well as posted by the road. Similarly,
if a single building has multiple house numbers or apartment numbers,
such as professional building or apartments, a building directory
should be posted at the main entrance of the building.
D.
The numbers shall be so placed that they will not
be obstructed by trees, shrubbery, porches or any extension of the
building.
It shall be unlawful to cover, conceal, obstruct,
destroy, remove, deface or vandalize any house number or road/street
name sign or placard, installed or displayed pursuant to and in accordance
with the requirements of this chapter.
Upon determining that a building or property
owner has not complied with the house numbering regulations of this
chapter, the Township Supervisors or their designated representative,
with the Supervisors' consent, may pursue any of the following enforcement
remedies:
A.
The Supervisors may provide written notices to the
owners, occupants and other persons in possession of buildings or
property which has not been numbered in accordance with these regulations
of the violation and need to comply.
B.
In the event that persons persist in refusing to comply
with these regulations despite notices to do so, the Supervisors may
issue a written order directing the owners, occupants or others in
possession of the buildings or property which is in violation of this
chapter to comply with the applicable requirements of this chapter.
Any person who is aggrieved by any order issued pursuant to this chapter
may appeal to the Township Supervisors by filing a written notice
of appeal with the office of the Township Manager within 10 days of
the date of the subject order or notice.
C.
In the event the property owners or occupants or possessors
fail or refuse to take action in accordance with the notices and an
order issued pursuant to this chapter, the Township Supervisors may
provide the signage, as necessary, in order to bring the property
owner into compliance with the standards promulgated in this chapter.
The Township may recover the cost of materials and labor for the purchase
and installation of signage from the property owners, occupants or
possessors together with reasonable administrative fees, interest
or other charges allowed by law.
D.
In the event the owners, occupants or possessors of
the subject property fail to pay the cost of such installation as
determined and approved, then the Township may institute proceedings
at law to collect the full costs together with all penalties, interest,
fees and other charges which are authorized by applicable law, or
may take action to assess these costs and charges against the premises
and the owners thereof and collect same as a municipal lien or may
take such other action to collect these sums as may be permitted by
law.
Any person who shall be found to have engaged in the prohibited unlawful conduct as set forth in § 79-4 of this chapter, or who shall willfully fail to comply with any order to comply with the house numbering regulations, shall be prosecuted by an action brought before a District Justice in the same manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure and shall, upon conviction, be sentenced to pay a fine of not less than $25 and not more than $50, together with court costs, and upon default in payment of the fine, shall be sentenced to imprisonment for not more than 10 days.
