This chapter is enacted by the Supervisors of Brighton Township for
a two-fold purpose. It is important for the Brighton Township police to know
the address of all of its residents in order to locate them in the case of
emergency. It is also important that the tax levies imposed on all residents
of Brighton Township be equitably and uniformly distributed.
As used in this chapter, the following terms shall have the meanings
indicated:
OWNER
Any person having the legal title to real estate as shown upon the
official records of Beaver County, Pennsylvania, or otherwise having control
of the real estate as the agent of the owner or as landlord.
PERSON
Any individual, association, partnership, firm or corporation.
RENTAL PROPERTY
Any real estate, whether an entire house or one or more rooms for
living and sleeping purposes, for the use of which the occupant pays a rental
fee. Rental property includes an apartment, townhouse, condominium, trailer,
mobile home or any other similar living accommodations.
TENANT
Any person who has the use, either by himself or with others, of
a rental property owned by another for a period exceeding 30 days for which
use such person pays a rental fee.
Each and every owner of any rental properties situated within the Township
of Brighton, Beaver County, Pennsylvania, is required within 60 days of the
effective date of this chapter to file with Brighton Township, on forms provided
by the Township, the number of rental properties, including location, then
being leased or available for lease by the owner, and the names and addresses
and employers' names of all tenants age 18 and over occupying such rental
properties.
After the initial registration of the rental property with Brighton
Township, the owner of such property is required to renew its registration
on or before February 1 and August 1 of each succeeding year, advising the
Township in such registration renewal of any change in the occupancy of the
rental properties under its control.
Any person who shall violate any provision of this chapter shall, upon
conviction thereof in an action brought before the District Justice, as is
in the same manner provided for the enforcement of summary offenses, shall
be sentenced to pay a fine of not less than $50 nor more than $100 for each
offense, and a separate offense shall be committed for each day during which
a violation continues to exist.
