The Borough of Brookville hereby designates the Rebecca M. Arthurs Memorial Library as the agent of the Borough government to provide public library service to the residents and taxpayers for and on behalf of the Borough government.
The Borough of Brookville hereby agrees to assist in the maintenance of the Rebecca M. Arthurs Memorial Library in accord with the provisions of Section 401 of the Library Code (Act of June 14, 1961, P.L. 324).[1]

In accordance with Section 411 of the Library Code,[1] the Borough Council will appoint one person to serve as its representative on the Board of Directors of the Rebecca M. Arthurs Memorial Library, with said representative to serve for a period of three years.

In accordance with Section 412 of the Library Code,[1] the Treasurer of the Board of Directors of the Library shall give bond to the municipality with satisfactory surety in such amount as the Board of Directors shall determine.

The Rebecca M. Arthurs Memorial Library shall prepare and present to the Council of the Borough of Brookville, by November 1 of each year, a budget for the following years. In addition, the Rebecca M. Arthurs Memorial Library shall furnish all reports as are required by Sections 413 and 414 of the Library Code.[1]

The Rebecca M. Arthurs Memorial Library shall be free for the use of all the residents and taxpayers of the Borough of Brookville, subject to such reasonable rules and regulations as may be adopted by said Library.
