The following words and terms, when used in this article, shall have the following meanings, unless the context clearly indicates otherwise:
AIR GAP
The unobstructed vertical distance through the free atmosphere between the lowest opening from any pipe or faucet supplying water to a tank, plumbing fixture or other device and the flood level rim of the receptacle.
BACKFLOW
The flow of water or other liquids, mixtures or substances into the distributing pipes of a potable supply of water from any source or sources other than the approved source.
BYPASS
A piping arrangement whereby water may be diverted around any feature of the treatment process of a water supply.
CROSS-CONNECTION
Any physical connection or arrangement between two otherwise separate piping systems, one of which contains potable water and the other steam, gas, a chemical or water of unknown or questionable safety, whereby there may be a flow from one system to the other, the direction depending on the pressure differential between the two systems.
Neither cross-connections nor bypasses shall be permitted on the water supply furnished by the Borough of Brookville to any customer nor by a customer of a Municipal Authority or company to whom the Borough of Brookville furnishes a supply of water.
All backflow is hereby prohibited; provided, however, that:
A. 
A water supply pipe shall be considered as protected against backflow from any plumbing fixture or other piece of equipment or appliance capable of affecting the quality of the water in the public water supply if an air gap of at least twice the diameter of the water supply pipe has been provided.
B. 
Where it is not practicable to provide this minimum air gap, the connection to the fixture, equipment, or appliance shall be equipped with a backflow prevention assembly of a type and in a location approved by the Engineer for the Borough of Brookville.
C. 
The Borough of Brookville may require that a backflow prevention assembly of a type approved by the Department of Environmental Protection of the Commonwealth of Pennsylvania be installed at a location designated by the Borough Engineer at any fixed water outlet to which a hose may be connected and used in contact with liquids or other substances.
Where it is impracticable to provide the required minimum air gap, a "swing-joint" swivel device or a four-way, four-port valve of a design such that the distribution piping may be fed by either water supply individually, but not simultaneously, may be considered by the Borough of Brookville for approval.
The terms and provisions of this article shall apply to all uses of water furnished by the Borough of Brookville through its own pipe lines, privately owned pipe lines, through pipe lines of the Corsica, Rose, Union Municipal Authority or by any other individual, firm, or corporation.
Any person, firm or corporation who violates any of the provisions of this article shall, upon conviction thereof, be subject to a fine of not more than $600, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for a term not to exceed 30 days.
A representative of the Borough of Brookville shall have the right to enter upon any premises to inspect the water supply in any home, public building, manufacturing plant and all other buildings.
