A. 
Removal from residential properties. The Borough of Silverdale shall provide for the removal of garbage and other normal household refuse from all private residential properties within the Borough, in return for which there is hereby imposed upon every owner or tenant of a residential dwelling within the Borough a quarterly charge of $70 to reimburse the Borough for the cost of provision of this service.
B. 
Quarterly payments. Commencing January 7, 2017 solid waste collection charges shall be paid quarterly, and quarterly billing for solid waste collection shall be made by bills dated the first day of January, April, July, and October of each year. All bills shall be due and payable on their respective dates.
C. 
Late payments. Quarterly charges for solid waste collection shall be subject to a penalty of 10% if not paid within 30 days after the date of the bill. If not paid within 90 days after becoming due, the Borough shall have the right to cut off solid waste collection service from the premises and not to restore the same until all delinquent bills against the same shall have been paid.
D. 
Liens on properties served. All solid waste collection charges, together with all penalties thereon, not paid on or before 90 days from the date of each bill shall be deemed to be delinquent. All delinquent solid waste collection charges and all penalties thereof shall be a lien on the property served and may be entered as a lien against such property in the office of the Prothonotary of Bucks County and shall be collected in the manner provided by law for filing and collection of such liens.

The quarterly payment shall be imposed against each dwelling unit, and it shall be the responsibility of the property owner of record to collect and pay said fee to the Borough in regards to any apartment or other rented dwelling units upon his/her property.
The officers of the Borough are authorized to establish billing and collection procedures to ensure the prompt implementation of this article.

The Borough Council may hereafter, by resolution, either increase or decrease the quarterly payment for the removal of garbage and other refuse materials within the Borough as appropriate.
