The Borough of Silverdale will not accept or ordain a street for Borough or public purposes unless both ends of the street connect with the highway system within the Borough; provided, however, that a short street, not exceeding 600 feet in length, may be accepted if one end intersects and connects with a public street and the other end is permanently terminated by a circular right-of-way with a minimum diameter of 100 feet.
The Borough will not accept a street for Borough purposes unless a good and marketable title, in fee simple, to the property occupied by the proposed road will be transferred to the Borough or a good right-of-way over the proposed area occupied by the street can be transferred to the Borough. The title or right-of-way must be approved by the Borough Solicitor.

No street will be accepted unless a concrete curb is designed and constructed in accordance with the design standards set out in § 290-34, Curbs, of Chapter 290, Subdivision and Land Development.

The bottom or base course in residential sections where roadway is not subject to continuous heavy traffic shall be four inches thick after rolling and shall be properly filled with stone screenings. In other sections, the base course shall be made thicker to accommodate the heavier traffic contemplated.

The top bituminous surface shall be blacktop, in the nature of oil penetration, and shall consist of a binder course and a wearing course, the total combined thickness after rolling to be two inches. Clean, dry stone screenings shall be applied to the top course, which shall be thoroughly broomed and excess screenings removed.

All work shall be done to conform with the Pennsylvania Department of Transportation specifications.
If all the requirements set forth in this article have been complied with, the Borough of Silverdale may, at its option, accept said proposed road as a Borough street.
