Any person who willfully or negligently breaks,
damages, destroys, uncovers, defaces or tampers with any structure,
appurtenance or equipment which is a part of the district sewage system,
or public sewer tributary thereto, will be in violation of this chapter.
Any user who accidentally discharges wastes
in violation of this chapter shall immediately notify the Administrator
and the Town. Notification shall be followed within 15 days by a detailed
written statement describing the causes of the accidental discharge
and the measures taken to prevent future occurrences. Such notification
will not serve to relieve the user of liability for any expense, loss
or damage to the district sewage system or for any fines imposed by
the Town under applicable state and federal regulations.
Any user who discharges industrial wastes, as
distinct from sanitary sewage, shall be required to submit to the
Town Board of the Town of Liberty detailed plans to show facilities
and operating procedures to provide protection from accidental direct
or indirect discharge or deleterious materials or wastes to the district
sewage system.
