As used in this chapter, the following terms shall have the meanings
indicated:
BICYCLE
Every device propelled by human power upon which any person may ride,
having two tandem wheels either of which is 20 inches or over in diameter.
Upon the sale or other transfer of a licensed bicycle, the licensee
shall remove the license plate or sticker and shall surrender the same to
the Chief of Police or may, on proper application, have the license plate
or sticker assigned to another bicycle owned by the applicant, without additional
fee.
The Chief of Police or his representative shall inspect each bicycle
offered for registration and shall provide the necessary forms to attest to
this inspection. Any bicycle offered for registration that has not been inspected
shall not be registered until such bicycle has been inspected.
In the case of the seizure of a bicycle because it has been found in
the possession of a person, firm, partnership or corporation not the legal
owner thereof and the bicycle is not reclaimed by the legal owner thereof,
it shall be sold at public auction after the expiration of 120 days from the
date of seizure. Notice containing a description of the bicycle shall be published
at least one week prior to the date of the sale in a newspaper circulating
in the City of Lockport. The proceeds of the sale shall be remitted to the
Treasurer of the City of Lockport, New York.
