The following regulations shall apply in all B-3 Districts. A precise plan shall be submitted to the Planning and Zoning Board by the developer for its approval, and only after obtaining approval may the developer proceed with construction of the project.
The purpose of the B-3 District is:
A. 
To delineate those areas appropriate for commercial and business uses which are either oriented to the highway user or intended as services to vehicles.
B. 
To also delineate those areas wherever commercial uses of a product storage or product limited production and service nature may develop in accordance with the Comprehensive Plan for the City of Lockport.
Permitted principal uses in the B-3 District shall be as follows:
A. 
Any use permitted in the B-2 District, except for multiple-family structures or a main building exceeding a maximum height of three stories.
B. 
Wholesale activities.
C. 
Warehousing and storage.
D. 
Essential services and electric substation.
E. 
Lumberyards and building supplies with indoor storage.
F. 
Bakeries.
G. 
Gasoline service stations.
H. 
New and used auto sales.
I. 
Auto repair garages.
J. 
Outdoor amusement areas.
K.

Landscape nurseries and garden supplies.

Permitted accessory uses in the B-3 District shall be as follows:

Any accessory use permitted in the B-2 District.

Other accessory uses customarily incidental to the principal use.
Special uses in B-3 District shall be as follows:
A. 
Drive-in restaurants.
B. 
Outdoor storage.
C. 
Billboards and freestanding signs.
D. 
Auto washing.

In addition to salvage yards, coal yards and junkyards, the following uses and those uses listed under the industrial districts section are specifically prohibited in the B-3 District:
Alcohol manufacture
Ammonia, bleaching powder or chlorine manufacture
Auto wrecking
Bag cleaning
Blast furnace
Boiler works
Bottled gas storage
Brick, tile or terra-cotta manufacture
Candle manufacture
Celluloid manufacture
Dyestuff manufacture
Extermination and insect poison manufacture
Emery cloth and sandpaper manufacture
Iron, steel, brass or copper foundry or fabrication plant
Lamp black manufacture
Match manufacture
Oilcloth or linoleum manufacture
Paint, oil, shellac, turpentine or varnish manufacture
Paper and pulp manufacture
Planing mill, except a small woodworking plant
Potash works
Pyroxilin manufacture
Rolling mill
Sauerkraut manufacture
Shoe polish manufacture
Stock feeding pen
Soap manufacture
Soda and compound manufacture
Stone crusher quarry
Stove polish manufacture
Tallow, grease or lard manufacture or refining from animal fat
Tar roofing or waterproofing manufacture
Vinegar manufacture
Yeast production
Any other trade or use that is noxious or offensive by reason of the emission of odor, dust, smoke, gas or noise
Other restrictions in the B-3 District shall be as follows:
A. 
Building height limit. The building height limit shall be three stories, but not exceeding 35 feet.
B. 
Percentage of lot coverage. The percentage of lot coverage required in a B-3 District shall be 35%. Also, see Schedule of Bulk and Coverage Controls (§ 190-78).
