The provisions of this article shall apply to all municipal parking lots designated as such by the Town Board of the Town of Mount Pleasant and so signed with the legend "Municipal Parking Lot" or equivalent wording. The parking of vehicles within these municipal parking lots shall be regulated as herein provided.
As used in this article, the following terms shall have the meanings indicated:
MUNICIPAL PARKING LOT
An area provided by the Town of Mount Pleasant for the off-street parking of vehicles, together with the means of ingress and egress thereto, and so designated by the Town Board of the Town of Mount Pleasant as a municipal parking lot.
The Town of Mount Pleasant may, from time to time, designate areas as municipal parking lots. Any area so designated as a municipal parking lot shall be governed by the provisions of this article. The following lots are hereby designated as municipal parking lots:
A. 
Valhalla Municipal Parking Lot No. 1, located within the Hamlet of Valhalla and bounded by the Taconic State Parkway on the west side, Broadway on the east side, Valhalla Place on the north side and Madison Avenue on the south side.
B. 
Thornwood Railroad Station Parking Lot, located within the Hamlet of Thornwood and bounded by the New York Central Railroad right-of-way on the west side, Franklin and Commerce Streets on the east side, Section 7, Block No. 38, Lot No. 54 on the south side and Section 7, Block No. 38, Lot No. 43 on the north side. There shall be a two-hour parking limit between 7:00 a.m. and 6:00 p.m.

C. 
Cedar Street Extension Parking Lot, located within the Hamlet of Valhalla and bounded on the south by Cleveland Street and on the north by Madison Avenue.

D. 
Rockwood Road Parking Lot, located in Sleepy Hollow, bound on the east and north by Rockwood Road, on the south by Phelps Memorial Hospital and on the west by Kendal Way. The parking lot is closed between the hours of 9:00 p.m. and 6:00 a.m.

No vehicle shall be parked in any portion of the municipal parking lot not indicated or designated as a parking stall. All other space within the paved area of the municipal parking lot shall be deemed driving areas.
A. 
No person shall, between the hours of 6:00 a.m. and 9:00 p.m., park a vehicle for a period exceeding two hours in any municipal parking lot.
B. 
Merchant parking is permitted at the Cedar Street Extension between the hours of 8:00 a.m. to 6:00 p.m., Monday through Friday, subject to the purchase and display of a merchant parking permit by those Valhalla business owners who are registered in the office of the Town Clerk.

No person shall park a vehicle between the hours of 9:00 p.m. and 6:00 a.m. in any municipal parking lot.
No person shall park any vehicle in such a manner that such vehicle or any part of such vehicle extends into two or more parking stalls or into an area designated as a driving area.
All vehicles shall enter any municipal parking lot through the entrance signed as "Entrance Only" or other equivalent wording and shall exit through the exit signed as "Exit Only" or other equivalent wording. In the case of the Valhalla Parking Lot, all traffic shall enter at the south end and exit at the north end of the parking lot. Traffic movement within the Valhalla Parking Lot shall move from south to north. This section shall not apply to the movement of emergency vehicles within any municipal parking lot.
No person shall operate a motor vehicle in a careless or reckless manner or at a speed in excess of 10 miles per hour in any municipal parking lot. This section shall not apply to the movement of emergency vehicles within any municipal parking lot.
Pedestrian traffic shall have priority over vehicular traffic in any municipal parking lot, provided that no pedestrian shall exercise such priority in a manner that will cause or be likely to cause an accident or collision or create a condition that will hinder the movement or parking of vehicles within the municipal parking lot.
No person shall place on any portion of any municipal parking lot any object or substance that will cause or be likely to cause any hazard or obstruction to any area located within such municipal parking lot.
No person shall consume any alcoholic beverages in any vehicle parked or being operated in any municipal parking lot.

Any person violating any of the sections of this article shall, upon conviction thereof, be punished by a fine not to exceed $250 or imprisonment for a term not to exceed 15 days, or both.

COMMUTER PARKING LOT
An area provided by the Town of Mount Pleasant for the off-street parking of commuters' vehicles, together with the means of ingress and egress thereto, and so designated by the Town Board of the Town of Mount Pleasant as a commuter parking lot.
RESIDENT
One who is permanently domiciled within the Town of Mount Pleasant. All others shall be deemed nonresidents.
The Town of Mount Pleasant may, from time to time, designate areas as commuter parking lots. Any area so designated as a commuter parking lot shall be governed by he provisions of this article. The following lots are hereby designated as commuter parking lots:
A. 
Valhalla Railroad Station Parking Lot, located within the Hamlet of Valhalla, bounded by the Taconic State Parkway on the east side, the New York Central Railroad right-of-way on the west side and the State of New York right-of-way on the north and south sides.
B. 
Hawthorne Railroad Station Parking Lot, located within the Hamlet of Hawthorne, bounded by Commerce Street on the north side, the New York Central Railroad right-of-way on the west side, Elwood Avenue on the east side and Section 8, Block No. 27, Lot No. 1 and Section 8, Block No. 18, Lot No. 8 on the south side.
C. 
Sunset Place Parking Lot, located within the Hamlet of Hawthorne, and bounded by New York State Route 141 on the north side, the New York Central Railroad right-of-way on the west side, Section 8, Block No. 38, Lot Nos. 5 through 9 on the east side and Section 8, Block No. 38, Lot Nos. 10 through 14 on the south side.
D. 
[1]Broadway Field Parking Lot, located within the Hamlet of Hawthorne and bounded by the Saw Mill River Parkway on the north side, signs indicating "parking for recreation facilities" on the west side, the New York Central Railroad right-of-way on the east side and Section 6, Block No. 2, Lot Nos. 1 through 6 on the south side.

A. 
No person shall park a vehicle within the Town of Mount Pleasant Broadway Field, Sunset Place, or Hawthorne Railroad Station Commuter Parking Lots between the hours of 5:00 a.m. and 6:00 p.m., Monday through Friday, exclusive of holidays, without displaying a valid commuter parking permit issued by the Town Clerk of the Town of Mount Pleasant.
B. 
No person shall park a vehicle within the Town of Mount Pleasant Valhalla Railroad Station Commuter Parking Lot between the hours of 5:00 a.m. and 6:00 p.m., Monday through Friday, exclusive of holidays without displaying a valid commuter permit issued by the Town Clerk of the Town of Mount Pleasant, except that in the first eight spaces on the most northerly end of the parkway side of the lot, no person shall park a vehicle for a period exceeding two hours.

A. 
The fee for commuter parking permits shall be collected on an annual basis and shall run from the first day of March to the last day of February. Sales of annual permits for residents shall begin on January 20 of each year. Sales of annual permits for nonresidents, if spaces remain available, shall begin no earlier than February 21 of each year.

B. 
The annual and weekly fees, as well as the fee for replacement of a lost permit, shall be as set forth in Chapter A224, Fees.
C. 
Refunds. There shall be no refund of any portion of the annual permit fee.

A. 
Permits are not assignable or transferable. In any event of a change of vehicle, the permit holder must notify the Town Clerk within 10 calendar days and return existing permit, in which case an administrative fee as set forth in Chapter A224, Fees, shall apply.
B. 
The license plate number written on the parking permit must match the license plate number on the car.
C. 
Altering of a parking permit is prohibited and will be prosecuted in Criminal Court.
