A Human Services Commission is created for the City of Coatesville, Chester County, Pennsylvania known as the "Coatesville Human Services Commission."
The Commission shall be composed of seven members. Two of the members will be members of City Council. One of the members will be a member of the professional staff of the City of Coatesville as appointed by the City Manager of the City of Coatesville, and four of the members will be citizens of the City of Coatesville chosen by City Council. The Commission members shall each serve three-year terms. The terms of the members shall be staggered in such a manner that at least one expires annually.
All persons so appointed to the Human Services Commission shall serve their full terms, or until their successors are appointed, unless they voluntarily resign or are removed by the City Council for dereliction or neglect of duty.
Any vacancy in the Human Services Commission occurring otherwise than by expiration of a term shall be filled in the same manner as the original appointment and shall be for the unexpired term.
All members of the Human Services Commission will serve without pay.
The Human Services Commission shall appoint from its membership a Chairperson and such other officers as it may deem necessary for the orderly procedure of its business and will adopt bylaws, rules and regulations covering its procedures. The Human Services Commission shall hold regular meetings, including two work sessions and at least one public meeting each quarter. All public meetings shall be held in accordance with the Sunshine Act.[1]

The Human Services Commission shall have all the powers conferred upon it pursuant to the Third Class City Code to act for the good government and interest of the city. The Human Services Commission shall assist the city and its citizens in identifying human services which are a benefit to the city and the citizens of the City of Coatesville and to review information and services, conduct investigations and make recommendations and reports relative to this purpose. The Human Services Commission shall also review the existing systems that allow for residents of the City of Coatesville to gain full access to all existing and new services. Upon review and investigation, if the Commission determines that existing systems are not adequate in their design to allow for full access, the Commission shall make recommendations and reports relative to improving access. However, any report or recommendation provided by the Human Service Commission shall not be binding upon the City Council but shall be advisory only.
Nothing in the bylaws, rules and regulations of the Human Services Commission shall vest in it any powers, responsibilities or duties not herein authorized.
