A. A Recreation Board is established for the City, such
Board to consist of nine members, two of whom shall reside in the
College Hill area; two of whom shall reside in the Downtown/Dutchtown
area; two of whom shall reside in the South Side area; and two of
whom shall reside in the West Ward area; there shall also be one who
shall be a member of Council.
B. In the event the territorial seats cannot be filled,
participants from any area may serve with no more than three from
one geographic area or organization within the City.
The members of the Recreation Board, excluding
the Councilperson, shall be appointed by the Mayor, subject to the
approval of Council, and shall serve for terms of five years or until
their successors are appointed, except that the members of such Board
first appointed shall be appointed for such terms so that the term
of proportioned members shall expire annually thereafter. The member
of the Board who shall be a member of Council should be appointed
by the Councilperson's peers. No one shall serve on the Board in an
official capacity as a representative of a provider.
Members of the Recreation Board shall serve
without compensation. Vacancies in the Board occurring otherwise than
by expiration of term shall be for the unexpired terms of the persons
formerly holding the office, and such vacancies shall be filled in
the same manner as original appointment.
The members of the Recreation Board shall elect
their own Chairman and Secretary and select all other necessary officers
to serve for a period of one year; may recommend for employment such
persons as may be needed; and shall have such powers to recommend
rules and regulations for the conduct of all business within its jurisdiction
for Council's approval.
The Recreation Board appointed pursuant to the
provisions of this chapter shall have the authority entrusted in it
by the Recreation Board Bylaws adopted by Council and shall have jurisdiction
over all subordinate groups dealing with City recreational activities.
The Board shall provide the City and Council with a quarterly report
of its activities and finances.
