Every owner of real estate or his agent and/or
resident supervisor who fails to so comply with the requirements of
this article shall, upon conviction, be guilty of a summary offense
and be liable for a fine not exceeding $1,000 and, in default thereof,
imprisonment not exceeding 90 days in the Northampton County Prison.
For the purposes of this section, every day that an owner, agent and/or
resident supervisor of real estate is late in filing the certified
written lists, as required above, shall constitute a separate and
distinct offense.

This article shall be enforced by the City Department of Finance,
Code Enforcement Office, the administration or the City Solicitor's
office.
Exempted from this article are all charitable,
nonprofit organizations who operate a shelter or provide housing for
the homeless, regardless of how long a person or family stays at such
residence.

The form provided by the Department of Finance and approved
by Council is to be considered part of this article and used for reporting
the information required by this article.
