The owners of all property abutting on the streets where trunk sanitary sewers are now constructed or may hereafter be constructed, where such property owners have heretofore or may hereafter connect with such trunk sanitary sewers, shall pay for connecting such properties with the sanitary sewerage system the average cost per lineal foot to the City for the specific contract covering any given area for the number of feet that each property fronts upon any street upon which such trunk sanitary sewer is now constructed or may hereafter be constructed, plus the average cost to the City per lateral (connection from trunk line to curb) for each lateral within the bounds of any abutting property if such properties have not been heretofore or may not hereafter be assessed for the cost of the construction of trunk sanitary sewers under the existing laws and ordinances of the City relating to and establishing a sanitary sewerage system and providing for the construction thereof and assessing the cost of the work upon abutting property owners.

Before any such person shall connect with the existing trunk sanitary sewers, such person shall make an application in writing on blank forms to be furnished by the Department of Public Works. The City Engineer shall certify to the accuracy of the application in all its details, and such permit, when approved by the City Engineer, shall be presented to the Director of Finance, together with such sum as is indicated on the application, which sum shall be paid into the office of the Director of Finance, whereupon a permit shall issue upon the Director of Finance receipting for the sum of money required for such permit as provided for in this section. Upon such receipt being presented to the City Engineer, a permit shall thereupon be issued by the City Engineer to the person applying for the same. The exercise of the permission granted thereunder shall be in accordance with all of the laws and ordinances of the City relating to the opening of streets and connection with the sewers and all other laws or regulations relating thereto.
