This article shall apply to all City employees,
on-site contractors and visitors.

Smoking shall be prohibited in all City buildings
and vehicles that directly or indirectly relate to City government.
Medical evidence clearly shows that smoking
is harmful to the health of smokers. Smoke from cigarettes, cigars
and pipes is also an irritant to many nonsmokers and can worsen allergic
conditions. In sufficient concentrations, secondhand smoke is harmful
to those with chronic heart or lung disease, women who are pregnant
and others. New research indicates that long-term exposure to secondhand
smoke may seriously threaten the health of otherwise healthy nonsmokers.
It is the intent of the City to provide all employees with an environment
free of the hazards of tobacco smoke.
The City Smoke-Free Policy shall commence July
17, 1991.
