All amendments to this code shall be by local
law adopted in the manner prescribed by the Charter and this code.
The performance of functions pursuant to the
provisions of this code shall be deemed and held to constitute a continuation
thereof for the purpose of succession to all rights, powers, duties
and obligations attached to such functions. Any proceedings or other
business undertaken or commenced prior to the effective date of this
code may be conducted and completed by the County officer or administrative
unit responsible therefor under the Charter and this code. This code
shall not be deemed to invalidate any obligations heretofore issued
by the County of Rockland or by any of its officers, commissions,
boards or agencies, and such obligations shall be and remain binding
obligations of the County. In the event that any obligation shall
have been issued in anticipation of the issuance of bonds by the County
or by any of its commissions, boards or agencies, the County is hereby
empowered to issue such bonds as legal and binding obligations of
the County. For the purpose of this section, a public authority shall
not be deemed a County commission, board or agency.
This code shall be liberally construed to effectuate
its objectives and purposes.
All courts shall take judicial notice of all
local laws, acts, resolutions, rules, regulations and ordinances adopted
pursuant to the Charter or this code.
