The Legislature of Rockland County hereby establishes a Committee to
Monitor Adult Homes to provide a meaningful forum for dialogue between the
residents of adult homes, the owners of adult homes, the representatives of
regulatory authorities and the community at large; to provide a forum for
the continued improvement of the quality of life of the inhabitants of adult
homes and monitor the activities at the adult homes; and to make recommendations
to federal, state and local regulatory authorities for the improvement of
the quality of life of residents of adult homes.

The Committee to Monitor Adult Homes shall be composed of three residents
of adult homes; one representative of the Rockland County Health Department;
one representative of the Community Mental Health; one representative of the
Letchworth Developmental Center; one representative of the Rockland Psychiatric
Center; one representative of the Rockland County Office for the Aging; one
member representing the building inspectors of Rockland County; one member
representing the owners of adult homes in Rockland County; 11 citizens representing
the public; five members representing the New York State Legislators representing
Rockland County; and one representative of the Rockland County Department
of Social Services.
The members of the Committee to Monitor Adult Homes shall select, by
majority vote, the Committee's Chairman, and said Committee shall report
directly to the Multi-Services Committee of the Legislature.
