The Beautification Commission of Rockland County is hereby reestablished, with all of the powers and duties set forth below:
A. To work for a positive impact on public policy, such
as the establishment of greenways, and other public efforts to enhance the
environment.
B. To develop and implement an educational program for students
and the community with regard to beautification issues, such as the control
of litter, the proper disposal of solid waste, including recycling, and other
environmental issues.
C. To develop and encourage special projects in various
villages, towns and other areas of Rockland County that will improve and enhance
public spaces.
D. To organize and conduct special events to inform and
involve Rockland County residents in beautification efforts, i.e., countywide
fall beautification awards and spring cleanup.
Membership of the Commission shall be composed of individuals who have
demonstrated their concern for the interests and needs of the appearance of
Rockland County and who are of varied interests and occupations and various
age groups and educational levels.
The Chairperson and members of the Commission shall be appointed by
the County Executive to serve at his pleasure, subject to confirmation by
the Legislature.
The appointments to the Commission shall be reviewed by the County Executive
every three years; provided, however, that of the members appointed on or
before July 1, 1992, 1/3 shall be reviewed one year after appointment, 1/3
shall be reviewed two years after appointment, and 1/3, including the Chairperson,
shall be reviewed three years after appointment.
