The Legislature of the County of Rockland desires to enter into long-term agreements with towns, villages, fire districts and the solid waste management authority for the development of a public safety wireless communications system in order to protect the health, safety and welfare of the residents of Rockland County. It is the intent that this article will not supersede any other provisions of New York State County Law § 215.
The Legislature of the County of Rockland is hereby authorized to lease real property from towns, villages, fire districts and the solid waste management authority for the purpose of a public safety wireless communications system for terms not exceeding 25 years with the privilege of renewal.
All New York State laws, local laws and resolutions of the Legislature of Rockland County or the former Board of Supervisors of Rockland County, to the extent that the same are inconsistent with this article, are hereby superseded by this article.
