The Legislature of the County of Rockland desires to enter into a long-term agreement with a child-care facility for the benefit of the college community and the County community at large due to the scarcity of affordable child-care facilities in Rockland County. It is the intent that this article will supersede all other provisions of New York State County Law § 215.
The Legislature of the County of Rockland is hereby authorized to lease real property for the purpose of establishing a child-care facility at Rockland Community College for a term not exceeding 15 years with the privilege of renewal, upon such terms and conditions as may be prescribed by the Legislature of the County of Rockland by resolution in the same manner and with the same rights and privileges as if owned by an individual and without the requirement that such property be leased only to the highest bidder after public advertisement.
All New York State laws, local laws and resolutions of the Legislature of Rockland County or the former Board of Supervisors of Rockland County, to the extent that the same are inconsistent with this article, are hereby superseded by this law.
