All elected and appointed officials of the County
of Rockland shall possess the qualifications established by the general
laws of the State of New York.

Vacancies in any County office in Rockland County
shall be created in the manner set forth in the Public Officers Law
of the State of New York.

All vacancies in County offices shall be filled
in the manner prescribed by the Public Officers Law of the State of
New York. Whenever a vacancy shall occur or exist in any County office
in Rockland County and the Legislature of Rockland County is authorized
to fill such vacancy, it may appoint any qualified person to such
office. A person otherwise qualified who is a member of the Legislature
of Rockland County may be appointed to fill the vacancy, provided
that he shall have resigned prior to such appointment. The fact that
a former member of the Legislature was a member at the time the position
was created shall not disqualify such former member for appointment
to such position.

A member of the Legislature of Rockland County
may be appointed by the Legislature of Rockland County, as a Legislator
or as an individual, to any board, agency or commission created by
the Legislature of Rockland County or the former Board of Supervisors
of Rockland County and may, at the same time, continue to hold office
as a member of the Legislature of Rockland County, unless such appointment
is prohibited by the general laws of the State of New York; provided,
however, that such legislative member shall receive no extra salary
for his service on such board, agency or commission, and further provided
that the term of appointment to such board, agency or commission shall
be limited to the length of time remaining in such Legislator's term
of office as a Legislator, unless otherwise provided by law. All appointments
by the Chairman of the Legislature of Rockland County, when authorized
by such Legislature, shall be deemed to be appointments by said Legislature.

Notwithstanding the provision of any local law,
resolution or other act of the former Board of Supervisors or of the
Legislature of Rockland County, an elected County official may not
at the same time hold any other elective Town or Village office.
